You are quite correct. This is part of the quest for Beyond Sonic Bane Weapons on EQ Traders.com
General Avilah will hand you a form to take to Captain Darznel, along with your new Garrison Cloak.
The new beastlord cloak is called a Khati Sha Garrison Cloak, and it is AC 9, STR 4, STA 6, WIS 4, AGI 2, HP 3, with a 3% skill modifier to tailoring. (lore, no drop, BST/VAH, BAR, TRL, OGR)
The end of this quest will eventually give you a cloak that is better yet.
The new beastlord cloak is called the Khati Sha Officer's Cloak, and it's stats are AC 12, STR 8, DEX 3, STA 10, WIS 8, AGI 5, HP 50, mana 50 ... no mention was made on whether it also has the +tailoring modifier. It is lore, no drop, and is wearable by all BST races.

damn damn damn..looks like im gonna have to start finnishing this stupid quest after all..did my beast claws up to the part where it rerquired everyone to make stuff for everyone else then quit there..now they come out with a half *** decent war and some decent items..guess ill have to finnish this quest off now

is this item the result of a quest or is it dropped?
From the looks of it, I would guess that this cloak is one of the upgrades you get during the Vah Shir Beastlord quests in Shar Vahl.
