Just now, I went to the spot indicated, dismounted and received the branch one the first forage with a skill of 50.

Actually Anyplace in Eastern Waste will bring up the item. In my experience foraging all over Norath I've not found any specific location a better spot than any other if an item can be Foraged.

For those of us who aren't great on finding coordinates using /loc.

You'll find the branch after 1 or more attempts at foraging; just go behind the "Giant Fort" on the map in Eastern Wastes. You'll see an icy tree close to the outer corner of the fort. Forage close to that tree!

After 20 minutes at this spot I was about to give up and port to WL. I wondered if being on mount messed with forage. Dismounted first forage got branch and the next 5 so I had enough to make some corking devices on my tinker.

I took 2 of my foragers to the above location and foraged Branch of Sylvan Oak about every 3rd to 4th forage. Good luck.

woodelfs can use the branch of sylvan oak (as the branch of planar oak, foraged on the plane of Growth) for cultural fletching (component for bows).

This is correct. The "Branch of Sylvan Oak" can be used to make the Blessed Faydark Stinger and Swiftbolt (both magical bows). The "Branch of Planar Oak" (foraged in PoG) can be used to make the Cloudburster and Thunderbold. These bows progress in power from Stinger to Thunderbolt. See under the Wood Elf Cultural Trade Skills section for specific info.
