Old combine reactivated as-was for progression servers? [had been reported as disabled on live servers] --so works on live again?
Pretty sure this is available from original as reported here, certainly is on the open market circa Kunark on Agnarr progression server. For what it is worth, these seem to go in the 800-1000p range --though deals are probably out there (especially once the +65 necks are out).

Kael Drakkel or Old sebelis is best place for the sapphires to drop, drops in PoH too. Drops in other zones but not as common. Prices differ alot from server to server so can't give a price on it, Average here however is approx 750pp.

My 37 beastlord on the Seventh Hammer server wears this and the mods are +65 not +55 just wanted to throw that out there.
That would be because yours is not Platinum, it is Velium......
You probably have velium necklace not the platinum one shown here.

It would cost you many times the going price to advance jewelcrafting to the level you could make this.
The platinum bar alone will cost over 100pp with average CHA. Now add in the cost of the stone and the enchanters time to enchant the platinum. Factor in the possible chance of a failure and you will be running to GFay to buy one.

Does anyone know how high jewel craft skill needs to be for this. Also what items are need to create this and how much it would cost for items. I'd rather get jewel craft up than pay out mondo plat for this
Ok, to make this you would combine in a Jewler's Kit:
1. Black Sapphire
2. One Enchanted bar of Platinum
3. Luck :)
Bar of platinum costs roughly 100p
Black Sapphire is an NPC drop from 50+ mobs, not sure wich ones, but can be bought at auction at ? 200pp - 300pp depending on server/market/luck whatever.
My guess would be this item is never trivialized, and i wouldn't attempt it with a skill under 200 or 250 since it costs so much if it fails. But if your jewlcraft is over 250 why not just make the enchanted velium version of this since it's 65/65 and even more impressive hehe. Always gotta have the best )
Of course I don't know what the price of a bar of velium is so maby not if it's alot higher.

The cost to make one of these depends on where you get the gem. The prices on drop only items vary from server to server so I cannot vouch for others, but I've seen desperate players pay up to 1kpp for a black sapphire. If you happen to find one of these at a vendor, it'll run you roughly 230pp with 110cha or higher. The platinum bar costs 105pp with 110cha, but the cost to the jeweler to get the skill to make this a trivial item is enormous. I spent countless hours holed up in gem shops to get to 250jc skill-Thanks for the company Nyomy =). So it's really up to the jeweler as to what they charge. Make a chanter and start working on jewel crafting and you'll see what I mean about the cost. Have fun and bring a friend, it gets really lonely in those gem shops. By the way, these give you 55 endurance also nowadays.
