The effect of this items proc "Granite Crush" will overwrite druid & ranger snare line spells. So if mob snaring is an issue when using this item, I would not melee. The effect of Granite Crush is only 6 seconds. Once the effect has expired the mob will move at normal speed.
This drops from Avatar of Fright as some already said, from the Ring of Fear in Cazic Thule. WHo cares comparing it to epic or it's use, it's tradable so whoever wins it would most likely sell it period.
This dropped for us the other night, of course being fairly new to the game I didn't have enough points to win this one. No biggie though. It was a fun event with lots of mobs popping at a constant rate. We will be doing this again and hopefully the staff will be mine soon.
You know, I just had an idea for a class that uses items like these, except to a greater extent. They would rely on the magical properties of their weapons, and a plethora of self-imbue spells, rather than the actual damage output of their blade. They could be called Battle Mages or something like that.
For example, the effect on this, granite crush, is a snare. A battle mage would cast "Spell: Granite Crush" as a self-only spell, giving him a proc of a snare/DoT. It could also be modified to just do an extended snare.
It would also have a damage line of procs that would augment the damage of the procs in a manner that would be directly proportional to the delay (bigger delay = bigger proc damage, so that you don't proc a bunch of big damage procs really quickly with a low delay weapon) and the damage (bigger damage = bigger proc damage) for a more magic-based assault (for use against high-AC creatures). The procs would have to be highly unresistable.
Finally, the Battle Mage would have to have hitpoints and AC comparable to a Warrior, because the procs would be fairly aggro-generating. Essentially, he is a magical tank, rather than physical (and may prove more interesting than the humdrum warrior, with his autoattack, taunt, and bash/kick keys).
Anyway, just a thought, and I posted it here because this item gave me the idea.
Basically they'd be the equivalent of a SK/Pal, only they'd use elemental spells rather than holy/unholy spells.
They'd never give a casting class the ability to tank as an equivalent to a warrior... and it would be interesting to see what kind of armor they would wear.
You could restrict them to cloth armor... and restrict certain types of "imbue" spells to certain weaponry... like fire dmg dots on 1hs, poison snares on piercing, magic dd's on 1hb...
Not a bad idea, just needs a little more thought on balance... as we already have 2 hybrid tanks.

This staff drops off of Avatar of Fright in the Ring of Fear event. I won it a couple weeks ago and, while I am not planning on ever selling it, I wanted to see if there was a general value for it yet. Event is challenging because you need to be able to deal with LOTS of mobs with high HP comming at a fast rate, but overall it is a VERY fun event.

Saw one on Inny today for sale...80k. It is a nice alternative to some caster epics. Although if i were tight on cash i would rather have the Blood Runed Battle Wand which i have been seeing for 35k and it very comparable statwise to this.
With the name being what it is, and the item tagged lore, I'm guessing this drops in the Ring of Thule/Fear. Very tough event...somebody told me the final mob hits for 980...
... even ignoring the effect on most epics, they are still superior to this. Now, I am not saying that this isnt an amazing weapon. It most certainly is! Combine the stats with the fact that it is TRADABLE and some people may forgo the work to obtain their epics.
However, to compare stat for stat, look at the stats of this:
While the FIB DOES have 15 ac and 75 raw hp, very nice I might add, the 10 str, 5 dex, and 15 more INT on the SotW are, IMHO, more important. 25 int in one item frees several other spots or resist and other stat gear.
Now, if I were a chanter without his/her epic, I would be begging my guild and all my friends to try to seek this item. Now, this only has 10 more int, 5 more cha, 10 sta and 5 str over the FIB. Only... LOL. Those stat imrovements alone would make the epic worthhile... but add in the effect and it is clear to see why this item is great if you dont have your epic yet, but, if you do, it would be a situational piece only.
I'm thinking this has pvp value over someone with huge hp. Wizzy epic will go nicely with this. Use your barrior and try to proc this bugger, cast fade, and then use lure base attackes. The ac/hp helps a lot also. Course I'm just blabin, I really don't know anything about pvp cause I never do it.
The 75hp is the stat on this that really shines. Wizards (especially on PvP) will probably never drop their epics because they need to have the effect handy (yes 800hp is better than 75hp), but I could see ENC, MAG, or NEC using this over epic situationally.
The only question I would wonder is if it is equipable at lower levels. This page suggests that this item is for lvl 58+, but the screenshot does not state "recommended level 58".
If this IS usable at lower levels... even if it DOESNT proc... this is a sick, sick item for a lvl 1 wizzie to be running about with. If it is only usable at lvl 58 and higher, a great many lvl 58's already have their epics which are better weapons than this. However, the spell this has on it is both a DoT AND a snare. Even a lvl 60 would love to have this to swap with their epic just FOR that. (Although I hope casters of this level are not trying to melee too often. If that is the case, someone needs to cut back on the overburn!)

What makes you think this? Please be specific and cite examples.
AFAIK, there are two types of restriction:
1. "Recommended level" you will see this on the item description. From level 1 to the RL-1, stats will be scaled down proportionately and procs will not work.
2. "Required level" you will see this on the item description. From level 1 to the RL-1, you will not be able to equip or use the item at all.
You may have heard that CT items were not usable below 50 because *many* of them have a recommended or required level of 50 or more and some even have both!
This appears to have neither, and thus is equipable by all, though I imagine the proc kicks in at 50 or so (don't know that for sure, so don't quote me).
OTOH, this picture may just pre-date the recommended level being added to this weapon.
Is it just me or is this just a slightly lower version of the chanter epic. Why am I going to bother with several weeks of camping planes when I can go camp CT and get this ( and a ton of other stuff) or better yet just buy it at the tunnel!
Ok, I didn't want to post stating "ooh, chanter weapon". But I'll tell you, at the level needed to acquire this, my chanter won't be up close and personal to be using it for combat. However, give a chanter a primary slot item that has +10 to CHA, INT, and all saves, +15 AC, +75 to HP and +100 to Mana, that could definitely free up some other slots for more resistance gear.
Sometimes it depends on the weapon and the skill of the caster, i saw a post on some forum, where a necro with some uber *** staff with a huge dot proc did well over 10k damage in a fight just melee + proc.
A lot of necros enjoy weapons with damage procs like the staff of the silent star. Wether raiding or just grouping, a lot of times I am not medding and am up in the mob's face meleeing. Especialy with the arch lich upgrade, we rarely need to med unless it's some super crazy fast killing where we need to to burn mana really fast. Unless it's a really nice proc (wich my weapon dosn't have), it's not a lot of damage but it's more than the zero extra damage that would come from me sitting on my ***. I'd have to imagine this proc would be a gigatic aggro, though. That's also why necros don't mind getting in a mob's face after laying on a huge blanket of dots and debuffs. Our best aggro managment is feign death. A good necro should last to the end of any uber fight unless a nasty AoE is involved.
I am deffinatly not saying this is a necro item. At the level to obtain, this is an item that should be awarded by your guild's officers and would most likely not go to a necro just based on a 75 damage dot proc. The cha wouldn't make it a chanter item, either. If you're high enough level to get this item, you could probably easily get one of those 100cha robes from Katta wich should take care of ANY cha problems you might have.
This is a caster item. There is no one class that could clearly benifit from this item any more than any other pure caster. The only people that should not be eligable for this item are people who are lucky enough to allready own a staff of the silent star (or something similar) or perhaps their epic even though this thing kicks the junk out of the epics if you don't consider the effect on the epics.
