its not a quest item... look at that godly CR. At higher levels items dont necessarily get better, most items are more situational... 35 cold could easily knock out a few CR items to make way for other resists or AC

This stone isn't for any quest, but the white resistance stone would actually be good to use for the magic resist.

I was wondering when they were going to put good resistence stuff in. Too bad they can only be obtained in SL, which can only be reached by people who have no problem finding good resistence gear.

Oh, well...such is life in Norrath.
