Stick to zombie bombardiers just at zone in. Two camps of them nearby. Very easy part of the quest.

I killed 3 bombadiers at the camp straight out from the zone in from The Void zone in and got 2 drops.
Drops off of "ä fire beetle"

Killed 1000+ Zombies and 400 or so Lurkers without any luck. Randomly killed "ä fire beetle" and it turned into a tree and dropped Serene Light. Killed 20 or so more "ä fire beetle" and it dropped again. It may drop off of the mobs listed above, but after thousands of kills I doubt it. It definitely drops off of "ä fire beetle".

I do not think they drop from random mobs, at least not in Oceangreen hills. I have been grinding and doing tasks here since the patch and the Serene Light of the Heavens dropped of a Blackburrow Lurker every single time I pulled one. I also killed like a thousand bats, rats, undead, bears, snakes, infected mobs and what not, and they never shapechanged/dropped the Serene Light.

There is a roaming Blackburrow lurker quit close to the zone-in from the void (and the fort), try that one first, killed it about 7 times and changed/dropped the Light every time. Good luck!

Killed every lurker in the zone 3-4 times each; got zero drops. Started killing zombie bombardiers, got 3 drops inside of 15 minutes.

Drops in Oceangreen. Random MOB will morph into a tree, finish it off and loot this. Part of the Udumbara, the flower of Legend quest.
