Very rare drop and the best places are stormrider and phoenix islands. I cleared the whole zone and there was alot respawns and only received one drop ! The mobs on the islands have a very long respawn time (hours ?). Because of the low drop rate and the limited amount of likely mobs, this zone is the bottleneck ot the quest.

Just dropped off a nilborien servant in first tunnel off of zone in platform.

Got one off a Nilborian Servant at P20 N35 not far from the entrance
Confirmed from several Stormriders on the second island.

Dropped off a Fearsome Stormrider tonight.
Cleared a path from zone-in and didn't see a single drop until I hit phoenix island. Then, I saw 5 drop from the birds there in just a couple minutes.
Drops in Xegony. Random MOB will morph into a tree, finish it off and loot this. Part of the Udumbara, the flower of Legend quest.
