While farming HQ Lion Skins in North Karana, I looted some of these off,
a highland lion
a griffawn
a grizzly bear
a silvermist wolf
Could have been others also, but was not watching what was dropping them to begin with !!

Was in Kedge Keep in the Seahorse Patriarch Room and aggro'd A Cauldron Hammerhead. About 2/3 of the way through it turned into a Cliknar Scout and dropped one of these.

Looks like Fine Feathers are a global drop. :) I was thinking it may be restricted to Animals though, untill I read in the comments that it also dropped from an Iksar Mercenary. All the other mobs listed here in the comments are Animals, including the Wrulon Guards and Hynid Fleshrippers. Maybe the Iksar Mercenary was a fluke?
I am curious if others found them on Monsters and other non-animals.

I was just farming pelts in Crescent Reach then a Fine Feather showed up on a bear cub
The feathers drop off many different mobs in Blackfeather Roost. I have also had one drop off an Iksar Mercenary in Field of Bone.

Drops off an owlbear cub in hollowshade moor. Very rare. I was looking for my seventh owlbear feather after killing some 100+ cubs - same graphic but what a frustration to see it's this weird useless drop instead.
