With all Xorbb (and all previous raids) flags as well as having "Show only items I can use" unchecked I still do not see this item on Ilana Sunmire. Are you certain she's the vendor or is there another prerequisite to purchasing said item?

Nevermind I found the corresponding achievement "Vanquisher of The Return of King Xorbb" which unlocks this item.
