This will most likely go live with Heart of Fear release, they should appear on vendors at that time.
I checked all 3 Raid Item Merchants and while they have Insidious Cloth CHEST Ornament and the other 6 items (Feet, Legs, Hands, Wrist, Arms, and Helm) but not this item for sale.

I can vouche for Byren on this. I have not found a single Robe of this type anywhere in game or on the three listed merchants.

This robe was available on the Sarith raid merchant when Hero's Forge first came out, but was removed quickly due to being unfinished. I am guessing that is when the item was added to Lucy, but currently it is not available in-game (unless maybe someone bought one before they were removed). The graphic on it looked just like a plain robe when you previewed it, so it clearly wasn't ready to be added to the game yet.
