I didnt realise that this was such a hard item to get. I have killed him with my druid 5 times so far and every time he has had the cloak on him. I am working on getting one for mine and my husbands chars who cant cast levitate...

they way i see it yes this is a very nice item for anyone who loots it...but imo it is the polite thing to do if you kill quill to at least see if there is a level 50+ mage in the zone who is hunting her also. i know you don't have to, i know anyone has the right to the cloak.and if there is no mage around, by all means take it! enjoy! but if you, whoever you are, are hunting for your own all/all epic piece, and it drops from someone else's kill, would it not be the nice thing to do for that person to make your day and offer you the loot? spead some good will and help you out? i am not saying you have to, and of course everyone can have a ********** you i killed her and i pay to play this game and you can all kiss my ***" attitude about it, but to me that is just sad. sigh. good luck to all you mages out there fighting to finish your quest looting an tiem that everyone in the game would love to have.

forget being polite i camped this thing for a month ( rogue ) was ksed 5 times by mages i had done dmg first then they nuked it to death so as for being polite forget it if you solo the mob its your item

I have to agree with wshane about asking a mage if they need to loot it. First off why is a druid looting something like this any way. What a waste of a shldr slot. We have a levitate spell, a levitation spell(rare) and Spirit of Eagle. All which cast faster and take very little mana to cast, omg you have to pay 1 silver for a batwing for the lower version. The point is your really not making a friend by denying a class a part of their epic. Second, is that mage going to help you out in the future with say the Black Reavers in CoM for a piece of your epic, which is not soloable and would be easier with an "epic" mage in your group. I have never been on a CoM raid and seen a mage or any other class loot a jade reaver if there is a druid that needs it. I guess if your only goal in the game is to get loot and make PP and not friends then maybe you should play another game. A kind gesture goes a long way then any amount of PP would. If you dont believe me, try it out...you might be surprised. And to those that will flame my post, I hope you have fun and enjoy the game.

Ok, after reading the "rules" on who should be able to have this item..lol.. I am a little concerned. My 35 Wiz solo's the spires for slow exp when bored. That same Wiz has (eh hemm) only a raw silk mantle. (pause for laugh track) I'm looking for shoulder slot pcs. to easily get. This cloak happens to be 1 of them. PLUS, I'm there anyways. Although mages NEED it for epic, everyone can USE it. (all/all)

So, in all fairness, I could just not try to get this and not even deal with the PC "faction" hit I may get, OR just go get it bc I can. I do not wish A mage or anyone else to not get it, but I want it.

It is not a big deal to me, but if I find out that ppl are looking for Q, then WTF, I'll say it's up.

(oh yea, the whole Lev click effect issue, so what if the user can cast it. For me, this cloak has better base stats than the RSMantle I'm wearing..lol)

well bro, as far as you complaining that you only have a RS mantle, bah!

I know magi at 50+ that only had cloth and RS stuff...lol. and you know who you are out there!

anyhow, yeah, what goes around comes around is the sayin, not to sound bitter, but I REALLY think everyone should have a piece of their epic on par with trying to acquire this cloak....

unlike a warrior, the items DO NOT make the caster, the caster makes the caster. you don't know how to play a necro or chanty, you are screwed. having this thing on cuz it has slightly better stats? not gonna save your life or let you get off that emergency evac or gate...

i can't disagree that it does have better stats that RS, and i would wear it if i had it too!

Despite what this picture says, the information that I have gotten before coming here says the item can, in fact, be dropped. I got this info from a mage site, and a mage friend that told me he bought his. So. The question is... is this currently a No Drop item?

Well he finally popped beside me the other day, never seen him before and oh was I excited. Shouted to the zone that he was up but nobody responded or did anything (was 'late' night). Anyway, I was too afraid of taking a bloody beatdown to my death if I attacked this beauty so I followed him around for at least ten minutes until some 50 something druid came by and killed him (politely I might add).
What I'm wondering is how much of an undercon is he, and could a level 40 ranger solo him?

I ran across him the other night while the zone was dead. I person was attempting to kill him and all I could do to help at the time was SoTF (element debuff) his flyin ***** Unfortunately, that person passed away shortly there after. So I soloed him np (35 Wiz) and got the leggings.

It's for the mage epic and is an annoying piece to get. I check for this guy every time I am in the area but only to MQ it with a friend. Mages have more of a right to complain than a cleric does. I don't think epic items should have any stats so only the people working on their epic will want it.

Got him twice once legs once the shoulder item. First time he was going south from the gnolls (Zone to Splitpaw) and the second time he was heading east from the birds (Aviaks) after comming south...hope that helps someone. Saw him at the gnolls one other time but he was taken.

I was just sitting with a group today, watching the gnolls slowly spawn at the teeth...popping track up every once in awhile out of bordom and something catches my eye on the top of my track list. Why, it's Quillmane! So I ask the group, he yall want me to pull it? I get a shure. So here i go and pull Quillmane back to the tooth and we kill it no problems. The enchanter started to loot it and saw it had the cloak on it. Since this was something way better than a gnoll, we rolled for it. I won the roll and am now the proud druid owner of the cloak. I wasn't camping it...I wasn't looking for it.....it was a MOB, we killed it for xp, and rolled for the loot. We killed it so why can't we loot it? If your a mage and you REALLY wanna get your epic, go to sk specifically for this item....get a partner that has track....sit to the left of the south tooth, on the hill...and you'll see it if it pops up on track....and if it spawns somewhere else, and someone else kills it...well guess what? your just gonna have to camp for more hours and hours and hours, just like you would have to do for any high lvl quest. It's your EPIC, if quillmane spawned ever 10 minutes in the same spot and you could just sit there and wait your turn..maybe an hour or so and get this item why don't you just ask VI to give you your epic when you turn in your letter to your guild at lvl 1? Thank you to all the non mages out there.

ok, i have 2 things to say about this string. first i have a pegasus feather cloak on my character a 29 at the time but 32 now rng on solusek ro i soloed quill with the support of a vicar who happened to be nearby. after spending almost 15 levels in south karana i was well aware of the significance of quillmane in the mage epic quest, and i began to shout as soon as i looted him to see the cloak i shouted for any mages and anyone with a mage alt parked nearby... no reply. so i now wear this item proudly and am permanantly levitated. now my second comment i agree, with both jrbollom and uthyr to a point. sarilla it is very lame that you didnt at least shout for a mage to loot the cloak, but then again maybe you did but just didnt say in your post. i disagree that you think a druid shouldnt have roled for this item. i am 1/4 druid as a ranger and i promise you that 7 dex is super rare and difficult to get for a main character to get, let alone 6 ac for the shoulder slot. now please dont think just because it casts levitate that it is the only reason to loot this. it is the best i tem i have and it isnt because of the lev.

I can understand the "Wanting" to pull a named mob while just hanging out somewhere but I will tell you something you little greedy *******, you being a Druid had NO business rolling for an item that gives you the effect that you have a spell for. It is not a Mana Saving item for you such as something you would need in battle. You are just a "NOOBIE" and have Greed written all over your forehead. I am sure that there was someone else in your group that could have actually used it. The Me Me ME attitude will not get you far in this game. Would you roll for a "No Drop", Warrior only weapon? NO!!! Learn how to play or you will never make far.

If there were a mage in his group, of course the mage should get it. But since there apparently wasn't, it was good that they all roll. Now he can go level up to 46+ and then auction to sell the MQ of the mage epic item for a nice tidy sum. I see no problem with this. Even druids can benefit from this item because it IS MQ-able and he can give it to a friend or sell it for some pp. Lighten up, man.

I've been playing EQ since it was released over 3 years ago, I have a mage, I have hunted for the pegasus feather cloak. As far as others hunting and looting Quillmane I see absolutely no problem for any class.

Fact 1. Quillmane and the cloak has been around before epics.

Fact 2. Anyone has the right to roll on an item such as this, it may help their main character, an alt, or hell just sell it for cash (obviously cant for this one since it is no drop).

Fact 3. Quillmane will always be camped by all classes, get over it, quit complaining (this goes for all of you).

Fact 4. No you would not roll for a warrior only weapon unless you're a warrior, this does not apply here this is an ALL ALL item therfore it was ment for all classes and whoever wanted to use it.

As far as the use of the item, that is up to the person who won it.

If you want to complain about who is hunting it E-Mail Verant, they are the ones who decided to include a pre-epic item in an epic quest.

I've had quill pop after an hour or 2 of tracking SK and killing escaped gnoll, brother dash, cyclops (dead or alive ones), any wondering birds/lions/wolfs/ect., and killing any random spawns i dont see more of one of on track such as a dwarven skeleton. Most times i do this quill does pop. As for having a placeholder exactly that i kill, such as brother dash (which if you dont like the faction hits it should even out if you kill escaped gnoll), ive yet to find it and if you want quill i guess this is the best way i know how yet. As for the times ive had quill pop, once was in the middle of the zone between birds and centi village, other was in the middle of the spires, and most others were around the spires in veiwing distance or at the walls. As for giving the cloak to mages, some deserve if others dont. Not to start a flame but on my server i get asked to track for quill because "The mage has binded there and can gate in, they are in another zone thanks for ur time whatever they leave" others sit on their butts doing god knows what. if you want help from rangers, druids, or bards granted the ones you dont know as well, other go around the zone attemping to kill things that you see and bind at the spires since yes that is the most normal spawn point or pay people for their time not if you loot it. I'd gladly help any mage who helped me kill things or one to paid me if they left not just for getting quill but for my time as well. If that helps any i'm glad and if you offended by this post as well, then you're one of these lazy mages and should really understand it's an epic meaning you have to work on it as well even if you don't have track.

And also a side note, the old cloak is lore, someone who started in beta 2 and is still playing has one in the bank from a long time ago and yes it isn't now but at one point it was.

So after 3 years no one has figured out how to make the horse spawn? Depressing..

Maybe you all should stop ******** about who should get to loot it and how Verant should nerf it and maybe focus your energy into learning how to spawn the damn horse.

... and try to get constructive about PH cycle and spawing locs so everybody could get a cloak may it be for lev effect or for mage epic.
But avoid things like "i saw Quill pop round aviaks" and try to put a loc on that place permitting others to compare. Also for those that have track ability try to list for ex. the named mobs still there as Quill popps ... they re surely not in Quills PH cycle then (i'm not sure bout that).
Anything u want but post things that can be done again by others and confirmed :)

I have a few suggestions with respect to this cloak.

1) First of all, it doesn't say that it's LORE. Assuming that's true, the very next patch should change it to LORE. That would prevent anyone from even considering killing Quill if they already had a cloak.

2) Increase the drop rate. As a matter of fact, let it drop every time. But the only way that would be practical, it to include my next change as well...

3) Make it Mage-only. OK, stop screaming at me - keep reading. As long as it's all/all, I absolutely agree that no one should be put into a position where they feel pressured into giving up the cloak, or guilty for looting it while some Mage is standing there imporing them to give it up. Making it Mage-only will eliminate that problem.

4) Introduce some other all/all item that has the effect lev into the game. It needs to be no more difficult to get that this cloak, and obtainable at the same level.

These changes, would reduce the tedium of only one of the stumbling blocks along the way to the Mage epic, while allowing those who want a lev item to still be able to get one. The only people who would be negatively affected are those who want to camp the cloak to sell it as an MQ.

I want to point out that my goal is not to make the Mage epic easier, but to reduce tedium and make it more fair for everyone.

Unfortunately, Verant is unlikely to change any epic-needed items to (insert-class-here)-item only.

Numerous items come to mind:

- Various robes needed for rogue epic: Talk about oddball pieces for a rogue to need (robes), so I have always wondered about the logic of that. :) And yet, 4 robes are needed for it! (Shiny Metallic Robe, Ishva Robes, Oracle Robes, and Robe of the Kedge)

- Enchanters also need the SMR, which, since it is AC10 INT9 svF8 svC8, is a very popular choice for the other classes that can wear it - NEC, WIZ, MAG

- Jade Reavers, needed by Rangers and Druids, and often one of the hardest pieces to get. (my chanter's guild on 7th had a chain-spawn of 9 Black Reavers and not one JR dropped ... d'oh!). War/SK/Pal can also weild this weapon, which is 23/40 2hs, so I've seen some peeps of these classes actually want to roll when these drop.

Those are just 3 that come to mind off the top of my head, I am sure there are plenty more. Unfortunately, there are a lot of people out there who farm these rare items for no other reason than to sell the items (whether direct trade or MQ) for ridiculous amounts of money to people of the classes desperate to get the pieces for their epics... the same people who can never get the camps because some farmer is sitting there.

Verant could solve a lot of problems for epics by making more epic-related items nodrop, but people would still sell rights to MQ quest items. (I'm always willing to help MQ on items I can't use, and do not charge ridiculous amts of pp to do so).

It would also be nice to see more of the dragon drops (ie Cloak of Flames) go to nodrop status. On my main server (7th) there is a rather well-known incident where a pally lead a raid on Naggy, and made the rolls all/all (except for epic book). So a cleric got in on the roll and won the CoF (which has up to 50% haste depending on your level) ... and the raid leader gave it to him... needless to say, neither of those guys (cleric or the pally leading raid) won any popularity contests that day. It'd be like allowing melee classes other than bard/warrior to roll on the dragon scale drop, just so they can go quest a BP that isn't even tops in the game.

Need before greed is a good thing, it's just too bad more players don't follow that ideal.

You dont NEED to get the 4 robes, there is a possibility of the quill dropping of the general. You turn in the 4 robes to get the quill, so cross your fingers. oh yeah... reavers arent that hard to beat =p Get a decent group of 55+ on em, and you wont have a prob.

Unfortunatly the game is filled with people who do conjure up such thoughts as being selfish and actually bettering themselves because of it. Just know that people who do roll on gear for cash when others need, will definatly not be welcome in many homes. They will pay for there selfish acts for the rest of their career on EQ. Casters can always throw up the excuse, "I need the item as much as you do because I want to buy a spell"... but seriously, nobody buys it. And if your going on naggy raids, your definatly not high enough yet to warrent buying RARE!! lvl 60 spells yet. If your lookin for cash, go camp somewhere else, cause takin CoF's away from melees is like the warrior winning Malo or some other rare spell, when the lvl60 shaman in need is right in the group.

Arguing over items is so absolutly childish, that in cases like these, dont argue with the greedy, they can make a bad name for themselves with the persistant badgering to get a roll on a said item. When you join a group, be consious of who invited you into it. Find out what their policy on looting is, especially if camping a spot with a highly prized drop. You would be suprised on how some peoples attitudes and morals fly right out the window when a nice item drops. If you dont like the fact that the group is going to be rolling on a caster item, that a certain caster needs... then leave the group, or do the respectable thing and say pass when it comes to your turn to roll. Those that roll on a NBG situation, beware cause your not exactly making friends. Unless more than 1 person CAN wear a dropped item, or use the item in a quest to get an item to wear, there should be NO rolling. If nobody can wear or use the item except for selling purposes, then roll.

Im not saying selling items in Gfay is bad, or making tons of cash is bad... But what I am saying is that stepping on other peoples toes to get that money is bad, and your not just hurting the people in your group, but your hurting yourself. And if your in a guild, it looks bad for your guild to be presented in such a fashion.

I disagree. If this was a pickup raid, and the raid leader had set the loot rules as everyone rolls, then the cleric had every right to roll, and take the cloak.

If anyone didn't like the rules, they should not have gone on the raid, or should have tried to get the rules changed BEFORE a melee item dropped. I can't count the number of times I have lost items i could use to a class that couldn't. However, they certainly can trade the item for something they do need, perhaps a donal's breastplate, In the case of the cleric above. Its not like I often see warriors passing on a chance to roll on caster or priest gear either.

Having said that, if I set up a raid, the loot rules are usually not all roll. I usually go with a NBG, usable classes only (and then only if they don't have better). We only all roll on items nobody in the raid can use. If anyone doesn't like my rules, they create their own raid.

I have been in all roll type groups, and have missed out on some good items. However, I knew the rules when I agreed to the group, and would have rolled on items for their classes as well. Funny part is when you get someone who rolls on items they clearly can't use (and even wins one or two), then whines "NBG" when something comes up that they can use. As long as nobody ninja loots, and the rules that were agreed to in advance are followed, then it's a good raid. Don't like the loot rules, don't go!

Dont care if it is for epic, quest or what ever - its all/all and thats who it is for. When I get this thing today, Ill wear it out. Would feel a lil remorse for casters, but I guess all is fair when you charge for a port and gripe about donation amount. Toiche

I camped this guy with my 54 Warrior and 51 Druid for about an hour.

Quill popped right beside where we were sitting, I didn't even need to use track. Needless to say, we jumped on him right away. Nuked him once with the Druid and knocked him down to about 1/3 life, and had the Warrior beat on him. He fell fast.

Then about 5 minutes later the Druid checked track, and he was up again, and again we killed him.

First time he dropped the cloak, and the second time the leggings.


I don't believe that there is a trick to making him spawn, he'll just spawn whenever he wants. It's random. However I do think that killing the guys wandering around the Gnoll Spires and the Aviak village may help him spawn. I'm pretty certain that he always spawns around the aviak village / gnoll spires.

The utility uses of this item for a Warrior or any other pure meele that never gets Levitation are fantastic. This item opens up doors to many things that would not have been possible before, and makes the meele class less reliant and more self-sufficient. So Mages, before you start crying and whining about how a warrior looted this item and didn't give it to you please consider our state, you guys get this spell, we don't, infact we don't get any magic... I do realize that it is used in your epic and would never KS a mage that was specifically camping this, however pure meele classes will actually USE this item.

On a side note, anyone who camps this item to specifically sell the MQ should be ashamed... That is all.

Someone told me they going to nerf this Cloak, since Mages have a hard time to get it for their Epics...true?
Other Question... is this Cloak Instant Cast like JBoots?
And anybody knows a Trick on how to make this Guy spawn?

Forgot to mention, when I got my cloak/cape there were no mages in the zone. Just thought I would throw that in so no one starts screaming FARMER! I do have a very close friend that is an up and coming Mage, so when she gets to the point in her epic when she needs it, I have it for her :), unless of sourse we find it again before hand.

Now, does anyone have a swirling sphere of color they want to donate to a worthy cause? ;)

Sorry I am late in posting but....

I too heard that it was going to be nerfed. Lev is supposed to go to 5 charges. I don't know if that is the case yet. I know they didn't retro it on esxisting ones as of yet. It is NOT insta-cast. It in fact has a rather long cast on it. It also only lasts about half the time of normal lev spell requiring a batwing. I got mine one night a LONG time ago when passing through to NK from LR. Picked her up on track, chased her down and killed her <she was N of the spires and a little W>. She had the cloak. I am a Ranger and love being able to cast lev on myself without using my batwings. It is self only also.

I was in SK the other day trying to track down Grisok and Ghranax <sp> for my Monk and killed her again <had the legs>. I was killing every escaped splitpaw, every cyclops, and every "weird pop" that was around the skeleton camp. She came floating by after about an hour of doing this. I never once killed Bro. Drash. She came from the SE of the skele camp heading NE.

lol Why does everyone keep saying it is? It's hard to get as it is. Verant will be happy that it's hard. And it is an epic item. So chances of it ever being changed now, are next to nothing. Especially now they are working so hard on EQ II.

To start with, I won't be anon either. If you actually knew how to make him spawn I believe you would be sharing that with others (sortof like having bragging rights). Truth to the matter is, 1. you don't know what makes him spawn, 2. you have just lucked up on him, 3. you are just an idiot.
Your comment about making people earn their own stuff on eq and not assisting...hmmm.. lets see how we can tear apart your ideas by going back into your own post. I camp it for my guildies and friends. Playing with a cocky attitude like this you probably don't have any friends. Furthermore, if you came to Allakhazam, you obviously use it to "cheat" your way to items w/o haveing to "learn" through just in-game knowledge only about items. So don't go acting like you have NEVER come to this site to see how to obtain something. That totally blows away ALL of your credentials.

*sigh* I just finished reading about the white dragon scale that drops off of scalekeeper/gore/vox, and I found that forum to be nothing but a huge mess between bards arguing that simply because they need the white scale for their epic quest that they should have it, and casters claiming they needed it for a cloak quest. bards shouting that casters are greedy, and casters saying bards suck. Now the same thing here. I just don&#8217;t understand what is so horrible about some other class having the item even though someone else somewhere might need it also. A wizard posted above that if you have the ability to cast "Levitate", then you shouldn&#8217;t be looting this cloak. However Levitate costs two batwings and the spell itself does not last long at all. Does that mean that I forego the stats on an Orb of Tishan (Dmg 7, Dly 25. 9Str 9Sta 35Mana-right click Tashania) simply because I can cast Tashania? Also not every class has the ability to cast the spell on the item. That same wizard wrote:

What about warriors? Paladins? Rogues? Shadowknights (until later levels)? Beastlords? Rangers? Even mages themselves could utilize this cloak for the levitation aspect until they were able to make Levi rings. How would you like it if I told you that you couldn&#8217;t wear that Chalice of Kings because I needed it for MY epic quest? Or if I told any of you that you couldn&#8217;t wear (this one applying to most of the EQ population) that ring of the ancients because I wanted it for MY jboots quest? Sounds a little rude does it not? Need that white dragon scale for your white dragon scale cloak (AC+10 Wis+9 Int+9 Cold Resist+25 Mana+75 )?-too bad I get first dibs on it for my bard epic. To you my epic is just another item for me to help me do my job better while keeping me alive longer. To me your epic is just another item for you while helping you stay alive longer. Would you forego your rights to any of the above items so that I could get said item? Most likely not.

Last night I was escorting a friend of mine ( I >coaxed< him into the trap of EQ about a week ago heh) who is lvl 22 to SK to hunt at the tree house. While looking in my book for buffages for him I see him type: &#8220;Whoa that&#8217;s a cool looking horse&#8221;. I respond by saying &#8220;you don&#8217;t have the new expansion so you cant see any horses&#8221;. He said &#8220;there it is, don&#8217;t you see it?&#8221;. I look up out of my book and there is Q, in all its rarespawn glory. So I drop my 49root on it, then assault it with Dementia (54 nuke) x2, Gasping Embrace (49 Dot), and Torment of Argli (56 Dot). Then sit to med. He was down in about 50 secs. I don&#8217;t need the cloak since I have the lvl 51, SoL, componentless Levitation. I let him loot it. Guess what? We got blasted (verbally) for killing him by a mage that saw my friend looting it. I logged on today and he told me thanks for the item, and that he enjoys wearing it.

Ok, you do make an excellent point. However, the factor ya need to consider is that most of the other items you mentioned have a lot of value. This is essentially, if ya wanna get right down to brass tacks, a toy. Granted it is a neat toy, but it is still just that.

Now, let me clairify that a bit. This does have uses, but it's not going to make that much of an overall difference in game play for the classes that have it. Levitation is fairly limited in it's application, and yer unlikely to hear a lot of tanks complaining that they need levitation in order to do their job, which is taking damage. Levitation comes in to play when you need to swim or travel over rocky terrain really fast. There just aren't a lot of times when it's NEEDED. There are lots of times when it'd be nice, but it's not really gonna make or break you either way.

Jboots are kinda like that. They're nice if you have em, but you don't NEED them to get to a high level. On Povar there are usually any number of druids more than willing to SoW at any given time.
Jboots are nice, and they come in handy, but you don't need em to survive.

This cloak is like that, but with MUCH more limited appeal. Granted, it's a nice effect to have, but frankly there are very few times when I have levitation and couldn't do without it, or when I don't have it and wish I did. Those situations just don't come up often. Hell, I take fall damage as a pure caster without ever noticing. I have a fraction of the HP a tank does and it still doesn't bother me.

If ya want levi just ask and you can usually recieve it, I never charge for that sort of thing personally.

Now here's the critical difference. The other stuff you mentioned has value, a levi cloak is just gravy. Now factor in the whole royal pain in the *** epic piece thing.

It's a nice thing for other classes to have, but mages have to get it if they want their epic. And then we have to give it up again to some filthy npc who probably doesn't appreciate the hell we had to go through to get it.

Now as I said, you do make a good point, but you're comparing different things. For any class other than mages, this hellish item is just icing.
