they summon 100 at a time, nice for working up skill from 0. Do the kunark ones summon 100?

Actually you can do these mobs rather easy using this tactic.

Use a high level Mage, Necro or Beastlord's pet as the Main Tank for them. As the mobs are unable to banish pets. Have the healers do a small CH rotation on the main pet and all casters/melee just distance fight with spells and arrows only. If for some reason a person gets banished to the jail, you do not need to have them gate or have them Cothed. All they have to do is invis themselves and walk back to where the fight is.

as noted above, Praesertum Rhugol is the only one who drops this. He is level 66 or 67.

Just got pair last night during a raid. These arms drop off one of bosses in Sanctus Seru.

For those not familiar with Sanctus Seru background, the town is divided into several government branches: eye of seru, hand of seru, etc. In the center of town is the building where Seru himself stays. Around this building are 4 slightly smaller buildings. Each of these four buildings houses one of the government branches. Anyone going after Seru has to kill the head of each government branch to get a shard piece. Four shard pieces allow access to Seru himself.

These arms drop off the head boss of the Eye of Seru branch. They are his common drop in addition to the always drop shard from what I understand. Any raid going after these bosses needs plenty of magicians, as each boss will banish players periodically to a jail area. Only safe way to get people out is call of the hero back to the fight.

You can also setup wizards in the jail, have everyone bind before the room. Once banished, you can either have the wiz TL to bind or have a mage in group CoH.

If anyone is wondering, the sleeves are green.

Ok, I've spent two days in Sanctus Seru and I have not seen any Preaserteum or Praetorian of the Eye. Today I spent hours with a druid and a ranger checkin the zone.

So I'd like to know, is this mob random or triggered? I'm really itching for these sleeves. It also seems to me that if it is a member of the "Eye" that it would be in the rogue guild or around the bar. Could anyone please help out with this? I'm trying to convince my guild that a huge raid in here would be a good idea, but I'm not sure if we'll see many drops as it is a town and usually towns don't have much to offer in terms of loot.

I'd say one of the guys in the Rogue house drops these. It would make some sense at least. Perhaps the named Gnome on the top floor.

Sarith Silverwolf, it would be dumber than dirt to have rangers using this when archery is so much better. It'd wouldn't even make any sense from a roleplay point of view.

Isn't there some kind of endless quiver you can get for arrows?

I see some poeple saying that you can't fight in towns(not in this thread).
Have you ever fought in Keal or SS or Thurg. Those are towns, even though some may argue that Kael is a Dungeon. If you can Bind in there and there is a bank and vendors it is a town. Runnyeye is on the grey on this one for it has a bank and vendors.Anyone ever fought in Shadow Heaven. I have.(not that it was a good thing)
And since all these new stuff is coming out i wouldn't doubt there is alot of stuff and nps's that drop stuff in towns.

Anyone ever raid the old world towns and get anything cool to drop? I know tons of Necro's , mage's,shaman then solo in freeport Katta and alot of other towns for fraction and or EX...

As i undertstans it you can of course fight in towns. But excpet for specific quests (example: Killing Sir Lucan for Paladin Soulfire), there are not significant benefit or gains from fighting in cities were player characters are created, i.e. Freeport, Cabalis, Oggok. But the rest of the cities are in fact excellent places to fight and the drops are significant (thrugadin, kael)....But little information has yet to be posted on the benefits of killing in Santus of Shadow Haven. Guess we will see.

I've time tested my Brain of the Beaked Bear on my lvl 57 druid and the time for complete mana regen from 0 mana (I casted sense animals til I was at 0 mana once I really got down there) is exactly the same with and without the brain, which has a 4% meditate skill mod. My med skill is already at the end-all-be-all cap and this item neither helps nor hinders my mana regen.

If you havn't already figured it out, % bonuses are FACT FACT FACT, it just came up in a recent patch, so now if you have 200 med with the owl bear beak you should have 208, so yes these arms would be awesome for any monk.

Testing is the only true source of fact (and only good source at that - how reliable is YOUR info?)
It wouldn't be the first time that Verant released something and then came back a week or two later to 'tweak' (i.e. fix) it.
Regardless of what is "known" without specific data, it's all rumor until it's been tested. Of course, how you report your data is just as important as how you collect it - Say the above caster DOESN'T notice any benefit to his Med skill (which as he indicates, is maxxed anyway) - perhaps someone with an unmaxed skill would get a bonus? If there's a "hard cap", then once you hit it, no amount of "bonus" is going to help. Think of it like hiring a really really good tutor to teach George W. Bush advanced theory - it'd be money wasted. Just get him some icecream.

Is it possible that the wrong place was entered under the "Found in" header? This looks more like something that would drop in Umbral Plains, especially with the "Recommended Level of 51"

Very unlikly. I was just in there tryin it out as I have found quests I like in Ketta and quick way to ketta faction is killin here. I am 54th lvl druid and can root snare dot just about anything that will take spells right down. This place may turn into a raid type town The first guy i tried was to close to his friend....gate. the second guy got dot and root on him snare won't stick. root breaks try no stick try stick!! but dot's wore off...wait he's not down a full letter of hps yet....Yea they have lots and pathing brings them close to others...gate again.... Be careful...bringing friends next time.

This is in response to a post further down this page (RE: wow)

According to Absor on Verant's message boards, skill modifiers given to you by items can raise your skill above your skill cap. For instance, assume class xxx has a throwing skill cap (and current skill) of 200. Equipping this would raise that skill by 15% to 230. However you can NOT get any skill above the hard skill cap of 252. This means if class yyy had a throwing skill cap (and current skill) of 250, equipping this would only raise that skill to 252. Why 252? Who knows... maybe because it's a pretty number. But what do I know, I'm just a dumb Troll.

I'm not a programmer, but this is how I think it works:
252 is a magic number because it's sending 256 bits of information with each packet you send and recieve while playing the game. 4 of those bits are used as identifiers, leaving you with 252 for an actual quantity.
If the hardcap for skills is indeed 252 (which many suspect), it's thought many of these items will cause a "skill wrap-around" in which once you hit 253 in a skill, your skill actually is percieved as a skill of 1 by the game. This seems to happen alot with resistances already, and since the +% modifiers were introduced, many have claimed that it can happen with skills also.

You are indeed not a programmer. 256 different numbers (usually 0-255) require only 8 bits, because 2**8 (2 to the power of 8) = 256.

Most computers store data in 8 or 32 bit chunks -which is probably why they might choose 255 as a max. Why they chose 252 instead of 255... I can only guess. Possibly they reserve those other numbers for special-case skill levels that for example a monster might have, that might trigger special behaviour:

if( offense_skill == 253 && hp < maxhp/10 ) do_enrage();
if( offense_skill == 254 ) do_rampage();
if( offense_skill == 255 ) do_flurry();

or

if( slashing_skill == 253 ) damage = damage*2;
if( slashing_skill == 254 ) damage = damage*4;
if( slashing_skill == 255 ) damage = damage*8;

Why I am telling you this... that is a mystery. :)

You haven't explored Sanctus too throughly have you? There's a big bad guy in there that drops some neato stuff, and just because it's a town, who says you can't go in there and kill stuff?

He/she is just saying that with 200 in his/her throwing skill that the added 15% will give an added 30 points. 200x15%=30 Not sure if you can go over the max on some skills but its still a nice item.
