There are 2 types of cap soft and hard. All skills have a hard cap of 252 some classes have soft skill caps of differing amounts on different skills. A skill mod item can take you over your soft cap but never over the hard cap.
Does indeed drop from an enraged tiger raptor in the maze. Check my post under raptor hide cap for more details. NBG + these = very happy monk...
