As a 41st Enchanter, I can see this as a pretty viable AMMO slot item, but not as a range. Students Homework you get the mr but otherwise this is actually ok

A. You don't get stats for stuff in the ammo slot (Get a coldstone and equip it there and check your ac...)
B. This doesn't have AMMO on it as an option.

Slightly better than the Dustscryer's Crystal Ball, which has 3 Int and 30 Mana.
Now that over 200 Int/Wis gives more than 1 point of mana per point of Int/Wis, that is.
