I have been wrestling with how to explain this item to the world, since I did acquire it and all. Even at 42 when I acquired this piece, it was much better than the stats listed in the box said. I also don't want to provide much spoilerage.
Besides, watching people ***** about items they *have not acquired* is kind of funny to me.
Eh, you say? What do you mean? Well, get a full set of these and try it on. Check your stats. All of them. Even the ones that *aren't listed on the item*. That is all I'm going to say.

No offense, but this is a spoiler site.
Everybody likes intrigue and mystery, but nobody wants to spend the next month of their life and the lives of a group of friends to put this whole set together unless they know of a good reason for it. I've gathered three different pieces on six fire/ice cave runs with plenty of skeleton and Gantru encounters on the way. I'm the only one in the guild to grab the pieces, and that seems like some lucky drops based on what people are saying here. I don't have the time, and nor does my guild, to get the full set.
If there is some as yet unseen mystical advantage gained by having the whole set and you're still interested in this (I realize this post was nine months ago), please do us all a favor and spit it out.

Seems a bit wussy for the place where you get, doesn't it? Kind of reminds me of Shiverback and Crescent and Velious quest armor for monks.

Seen Dreamweavers drop off both.

In my experience, the Dream Weaver set of gear drops off the Fallen Soldiers, rather than the Gantru. I'm not completly certain about Moktors post revamp, but before the patch, there were different armor types for the different mob sets, and there was no crossover in armor drops. After about 15 grind hours in umbral, I never saw Dream Weaver stuff fall off the monkeys.

That's insane. Usually 99% of the stuff from Umbral is great... What happened here?
This poster is NOT level 50 - thus the red stats and overall crappiness of this item. It's probably quite a bit better than this screenie shows.

For the most part the Dreamweaver stuff in Umbral is completely nonsensical. A couple of the pieces are good (the robe for one) but the rest of the stuff wouldn't be that great even if you were 10lvls younger than when you can actually go to Umbral.

Say you are a level 60 chanter.
You camp out your lvl 53 mage alt here.
some of this drops, hop on to the alt, loot.
If the robe drops, great, you can give the SMR the mage is wearing to your lvl 41 rogue for epic.
this is called twink gear for those who don't want to hassle with Veilous factioning.

Risk/reward doen't apply here.
Risk/reward is Verant's standard justification for nerfing, moving drops from level 40 to level 70 mobs, and changing expansion candy from common to ultra-rare.
It's got nothing to do with garbage drops off Umbral Plains mobs. It doesn't work in reverse.
We are their b... er, I mean, we're in their world now.
