hmmmm . . . had to have been that someone charmed an elemental and handed them this weapon. These don't drop anywhere but SSra. I've done 3 levels off of the elementals in Nadox; trust me, it doesn't regularly drop off of the elements . . . now magma scarred boots, firestricken stud, and the engraved lava choker . . .
I bought One of these in the Bazaar for my 26 BeastLord fir 50 plat and it's great. I was soloing Recondites in Paludal and this weapon just Flies. Right now my Beastlord is dual Wielding primary Bear claw gloves 7 19 HP 15 and some other stats and The Shissar Ulak he hits fast and rarely takes a hit from the bandits ;)
I am wanting to buy about 4 of these. I am on the POVAR server. Send a tell to any of the sig names and I will glady buy.
This and other Shissar weapons are used in the forging of shissar bane weapons that you need to have to be able to hurt the Emp.

I'ld take a Polished Steel Ulak any day over this.
Polished over this... easy. Stats on Polished is well worth the .143 ratio drop.

But it's non-LORE and Tradeable, so it will probably find its way into the hands of sub-30 characters fairly readily.
For simple practice, a Fist of Rock 7/18 from the Stonegrabbers in Letalis would be an easier bet...

This thing looks awesome... for low/mid level monks and beastlords. Anyone high enough in level to even think about hunting in Ssra temple would probably not use this, though. Looks very similar to a fighting baton, as far as dmg/del goes.
On the other hand, this would be incredibly useful for any high level monks or beastlords that didn't keep their hand to hand skill up to snuff.
