If the frogloks will sell to you, they are the easiest source. Gukta stone from PoK will take you nearly right to the Zoks, 3 of them in the brewing supply tent sell short beer. Closest suppliers to PoK I have found. Correct me if I am wrong.
Happened on them in East Cabilis on Klok Sass.

Short Beer can also be purchased at Brandyn McDonald in Halas
Check "Curves", between the brewing merchants. Cheaper to buy than brew, and faster. Used for the beer batter.
Short beer at the hidden bar.
Sold by the brewing supply merchant named Taralani Rahnta. His location is +935 +805. He is to the right of the door after entering the Shackled Spirits in Paineel.

I bought this in East Freeport on the little docks by the water. You go through one building and across the docks to another one and inside he sells this sh*t. kthx bye!!
