The way I understand it the best modifier is the only one. So if you wore this and your boots you would have a +5% From the shawl to hide and +3% to sneak from your boots.
I think they're going overboard with the skill modifiers...might be nice for a non-rogue for situational purposes (if they could use it), but really, if you are having problem controlling your aggro at 42 maybe a shawl isn't the answer =\ With a good tank I rarely even need to evade, much less worry about failures.

Increasing your hide skill by 5% should help you evade more easily during combats, right? With 200 skill in hide, this item would give you an additional 10 points in the skill. I presume that 210 skill in hide helps you to successfully evade more often than if you had 200 skill. If any rogues out there who are "in the know" would care to elaborate, please do. :)
The other stats on this shoulder item aren't too bad either. In my experience, if a rogue is in a well balanced group there will be tanks around to take most of the damage, so the rogue won't be getting hit too often unless something goes wrong; this would be a decent item to wear full time, or at least keep in inventory just for the hide bonus.
Actually the 5 percent increase in the new Luclin items will not raise the skill past its max cap, so if the hide skill is max at 200 the 5 percent will not provide any additional success.

ummm, sort of. you are correct to a point.... HOWEVER, HIDE is the skill that EVADE is based from. Play a rogue, and try to train "evade". if you can do it, please please PLEASE send me a tell... As to the question, i wish i had an answer. Worth going to SD and getting this shawl tho, anything that helps me evade mobs is VERY worthwhile. The jury is still out on this one. It remains true that evading sucessfully doesn't change throughout a Rogue's career despite the Hide skill increasing dramatically. The ratio of successes to failures is extremely constant. This has led to most of the Rogue community thinking that increasing Hide wouldn't have an affect on evading at all (and ergo that items like this do nothing). *If* it does help however, this item would be valued extremely well, dispite the awful stats otherwise.
I pl'd myself and didn't touch the hide button till about level 50, lemme tell ya I had plenty trouble ducking out of combat at first. At 50 there are still a lot of newbie tanks that ain't got nothing for weapons with no haste. I duck out a lot now that I have 170ish skill
I believe DEX however does help evading more successfully, though I am not done evaluating this personally, this is something I got from another rogue and I'm trying to see if it's true.
He could be on about the ducking out of combat factor. For people who don't play a rogue you can hide while in combat to drop yourself in the aggo list. Very handy skill to get those all important backstabs in.
