The highest faction you can reach with them is Amiable (on an enchanter with maxed faction, DE illusion, and collabaration).

All other classes can reach up to Indifferent (with a DE illusion).

Has anyone ever raised their faction with Mayong Mistmoore to ally? Was Castle Mistmoore non KOS at that point? Were there any quests given at that point? Maybe there are unexplored quests and rewards for being truly evil.

The highest you can reach with them is Amiable. It's not possible to reach Ally with them.

Sir Bronthas was still KOS (he's probably on Agents of Mistmoore faction), and also Advisor will attack you if you talk to him

Highest I ever got was dubious.
Even though most were non kos, there were still the occasional one (too long to remember which)
Nothing ever spoke when hailed. Not even to insult.
