This faction belongs to the a Koka`Vor * mobs that inhabit the Plane of Storms. They all appear to be stormrider models that spawn in the Kelethin-esque village in the north-middle of the zone.

I was very surprised to realize that in all my years of playing EQ I'd never explored this part of Storms, nor seen these mobs before.
