This faction comprises of the citizens of Valdeholm. You will only be able to raise your faction with them so much. They simply don't like outsiders...

You are just so picky! JK.

I agree, this is pretty weird. But there are factions with only one mob in them, which have no obvious reason to be in the game, no loot, no quests, nada. There are other factions that start of KOS to everyone, and no way to improve it, and only the potential to make it worse. And all sorts of other faction oddities like one kill takes you from Amiable to KOS forever. So yes it is weird. I wonder why they do that?
