There are two factions called Citizens of Takish-Hiz.

Citizens of Takish-Hiz (1750) is an LDoN faction, and it appears there's no way to raise it.

Citizens of Takish-Hiz (1085) is a Prophecy of Ro faction, and it appears there's no way to lower it.

Thanks! Created Citizens of Takish-Hiz (1085) and moved all of the Prophecy of Ro NPC's we had listed to it.
