Updated the captain.
The discrepancy I'm dealing with is some of the Nektulos halflings are listed as having:
Factions Increased:
Dreadguard Outer
Factions Decreased:
Guardians of the Vale
Mayor Gubbin
Merchants of Rivervale
Storm Reapers
While others are as you say.
Did you kill every halfling NPC listed here that is in Nektulos?
If not, just a point form list of the names you did kill works.
This IS the easiest faction to raise in the game for dark followers to gain access to Rivervale. Simply buy four or five bags of bandages and give it to him like crazy. Remember holding SHIFT will pick the whole stack up and clicking CTRL will just pick up one. You can give him four at a time and your faction will skyrocket with basically the whole Rivervale.

Um, yes. Did you look above? Easiest way to raise this is by giving bandages to Joogl Honeybugger in Misty Thicket. Also, I believe giving Runnyeye warbeads, 4 at a time, to Sheriff Roglio on the top floor of the bank next to Mayor Gubbin will also raise this. Mayor Gubbin is the only NPC on this faction.
