I am new with my mage lvl 41. My mage is human and my screen seems darker even in the daytime in the game. My other toons do not have that problem. Is this a human factor, poor eye sight?

A few spells summon items with light source (Summon Wisp) or worn vision improvement (Heatstone / Coldstone). No buffs, I recall other than seems like one of the Eyes has improved vision, but they don't last very long. Around 50s, defiant helms start having worn vision improvements. You can also buy some lightsources like Lantern and carry them (open inventory slot, some can go in equipment slots like primary / secondary).

Playing with the Gamma setting under Options (Alt+O) - Display tab can help, but will need to be reset when switching back to a character with improved vision.
