Saw him today near the Goblin Camp walking on the path. Was there with my lvl 48 Mage farming goblins and my pet took him down with 1 hit, and he dropped the gauntlets. I just left them on him. That is the first time I have ever seen him in BB, so I have no idea of his spawn time. Sorry.
