This one spawns with the group of Shadowed Men on top of the hill between the Temple and the lava area where a bunch of Lavaspinners hang out. His place holder is the western-most Shadowed Man.
An easy way to get to him is to go up the hill where Talya Darkfall gives out tasks. Follow the peak of that hill east and you'll find them.
