I have also been unsuccessful, but it is worthy of note that N'Ogard spelled backwards is dragO'N, which would seem to indicate that the father is a dragon. Also, ally faction is not enough to do this quest. You have to have maxed out faction to get Wegylx to say this.
I suspect that you say something to the father that triggers the spawn of the child in the maze somewhere. You then probably have to find the child and say something like "Follow me" or whatever the child prompts you to say, then lead it to its father. But all this is just guess-work. Keep in mind that Skyshrine is huge and the father could be any dragon.
