The loot links we're very handy but no one gave a clear location of where this mob is located so I will.
He is on the first floor of the mech guardian go up the 2 elevators and he will be on that floor. Same floor as the first non repopping instanced task Disposing of unwanted things.

A link to a list of Guardian named, and potential spawn points:

http://home.comcast.net/~mathadon/Guides/SoF/MGuardianNameds.html

At this time, some of the map points have to be wrong. Because when saved to the map file, they draw points outside of rooms, in the walls.

However the descriptions might prove to be more useful. For example, the Steam Engineer LIIV is described as being in a corridor, after the Metal Ooze. That puts him slightly beyond the first big room you come to (the one with the conveyor belt). Again, this is not where Mapfiend has put him.

As for multiple spawn points, I'm not sure. These guys seem to think the named are pretty static. But this is second hand info - make of it what you will ;)

Yellow con to a level 78 player.
Dark blue con to me at level 80.
So can spawn as a level 79.

Did not appear in two instances I commenced. His marked spawn spot on the mapfield map was devoid of ANY spawn which leads me to think if he doesn't spawn at the beginning he won't ever pop.

This leads me to think that players will do what they did back in the days of LDoN instances, trigger an instance to see if a named spawned and then bail out if it hasn't and try try again...

If they do this they will never see a named in these instances. Think GoD sewers. After you kill x number of mobs you have a chance to pop a named. The only "named" I have ever seen up on zone in to these are the quest mob, named scout whatever.

Killing at the zone in does not seem to spawn mobs either. It appears as though you have to be killing mobs of an appropriate "level" to get specific named to spawn.

Take a ranger with you and clear to the top and see what happens. Hope you have a while to spend lol.

After a LOT of hunting in this zone I figured out how the names work in here... There are designated spawn points for all the names.. When you first zone in there are no names up... You have to kill a certain number of trash mobs and this triggers those spawn points to spring a mob or named in that designated named mob location.. At that point it is luck of the draw like any named spawn location of whether or not a named will pop...

We were doing the Metal Slime one night and were able to run all the way to its room invised... Well, killing no mobs along the way, the center spawn location for this mob had no mob there yet.. When we killed about 25 mobs or so that location opened up with a regular trash mob in it.. Second clear of that spot resulted in the named, Metal Slime... Then it rotated like any other named spot location trying to get the named to spawn was random...

Having a tracker we noticed at the same time that mob popped into that named spot location, there were all of a sudden two other names on track... And from there were assumed the other named spots just popped with regular mobs in it..

So you can not just run in and see what is on track.. You have to kill some mobs and work the zone first to see what pops in those spots for you... Bring some crowd control and make sure to have those spells that go up to level 83 to control these sukkers toward the upper floors... Can get messy in a hurry as congested as some of these rooms are up there...
Hope this helps

Each named mob in the zone has one single spawn point. When you first enter the zone, the named spawn points are empty (no named and no PH). After killing a number of mobs the named spawn points populate. You will either get a named mob or their PH in that spot. At that point, named mobs pop as in any zone: kill the PHs until you get a named. The named will only spawn on their designated spot, however and never anywhere else.
