In Kael Drakkel, the King's Madness: He is on the Iceshard Manor faction. You do NOT have to ruin your faction with Dragon Death Keep to get his quest, killing Apparitions of Fear (faeries, coldains, wurms, prowlers, etc.) will raise the faction on both giants factions.

This mob spawns at 116, 1200, -126. Through second archway from Eastern Wastes and an immediate right (north), outside one of the buildings in this area Mob sees through invisibility: No Findable (via Ctrl-F): Yes
