This is dropping some sort of quest piece, which is identical to the one being dropped by the Gyrating Green Goo, including their lore information, even though you can loot both.

popped for me while just hunting yard trash mobs in the front by zone in. It was in the center area across the bridge.
Dropped terror marked mask, was yellow to 44th, not too much harder than the other mobs there.
