Booster packs are used to supplement your deck by giving you access to more cards you would not necessarily be able to find outside of trading privately. Each pack will contain only cards from set named on the "wrapper".
They are also highly sought after in their unopened state because of the presence of
Loot Cards, redeemable for in-game items in
Everquest and
Everquest II.
