I've been seeing a lot mentioned about haste caps, and the "going rate" for max haste at level 60 seems to be 105%, which would effectively reduce delay (after calculations) to 1/2 or slightly less than 1/2 (depending on how decimal points are rounded) of the weapon's original delay. |
