As of a few weeks ago, Phelx was still playing. I haven't had a chance to ask him what his plans are for FFXIV tho.
I haven't seen a lot of those names in a while. It doesn't mean they aren't around. I just tend to fly below the radar and stay mostly in my own little corner.
It's a bit of work, but go to FFXIAH and plug in their names one at a time and you can at least see if they are around in game.

Unless that's a feature of ffxiah.com that I don't know about, you can't actually see their last play time.
But you CAN see if they've sold/bought anything on the Jeuno/Whitegate auction house recently, which would be a bit of a clue as to when they last played. If nothing else it can give you a clue that they were active on the game within the last month/few weeks or not.

It always makes me laugh when we say we "retired". I just find it amusing thinking of FFXI more as a real life job rather than a game that we just stop playing.
I haven't played zelda in years, but I never once thought that I retired from it. This game however, maybe we have to retire so we can put it down and move on.
I will likely retire when they nail the coffin shut or SE turns off its last computer.
