Replying in this thread, even though it's a necro its sort of on topic.
My ls got into a discussion yesterday about what to offhand: twilight or onyos. I've been thinking about this and I've decided on onyos for these reasons:
1) you need to fulltime onyos if you want to keep the haste buff on, it will keep falling off and you will keep losing either buff time or tp if you play the swapping game.
2) twilight is a 3% chance on a big proc. that's just not enough to be reliable.
3) nothing is more important than healer mp, even in abyssea. I don't want them to cast haste when I can do it myself.
4) slightly lower delay makes for faster dual wield.
5) 15% magic haste makes all my other haste worth that much more.
6) if you do manage to quad attack, you didn't triple attack (from atma) or double attack (gear, atma, saber), making those abilities and gear worthless on that hit
7) For evisceration only: this is a five-hit ws. You can only have eight attack oppotunities in a round. I'm not even certain you can get the quadruple attack to check on this ws if you miss a hit, although you could with the new merit ws. At a 3% rate.

Necro Warning: This post occurred more than thirty days after the prior, and may be a necropost.
It can proc on Evis. When it procs, it's 4 attack rounds total, but only 3 additional attacks. The first hit is counted as one of the regular attacks in the ws. Not that I'm saying you should use twilight over Onyos or anything.

To state the (hopefully) obvious, this is only even a question if you aren't getting spell haste from a PC. If you are getting haste, Twilight > Oynos.
As a non-empy/mythic DNC, I generally solo with a mainhand AGI/eva magian dagger, sub Oynos. If I play with an actual mage I swap Oynos out for Twilight.

I find Onyos to be dreadfully inconsistent. It will go several minutes without proccing, then spend a good amount of time up.
I like it when soloing because it also lowers your utsusemi timers, which IMO is bigger than the extra tp/damage on anything significant, but realistically both are amazing bonuses.
Swapping seems like a good idea, but honestly, I don't care enough to swap on anything that isn't big, and most things that are big take >3 minutes anyway.
tl;dr for anyone who doesn't have the knife: Onyos is probably as inconsistent as the twilight knife, but when it procs you have 3 minutes of massive potential increase. Haste/Nohaste really is night and day when stacked with gear and samba.

i got one, of my 5 jobs i had at 75, 3 are 99 and my two fav are dnc and nin. i offhand this knife when i solo, i dont have great gear or weps but i have the angr harpe in main hand. i like this knife and use it offhand when solo as nin/dnc (nin being my other fav 99) in lieu of kamome. crit %age is nice but jin is so inconsistent that with rr gh and apoc kamome wont make as big a increase in damage over time than haste would. with the chance of decreased utsu timers its a winner for me.

Why...
Unless your healer is something like Almace BLU (which shouldn't be a healer at all), your healer should have MM atma, by which the MP cost of casting haste should be regained back by at most 12 seconds. You should, however, concern about the spell lockup on them due to performing extra haste action on you.

The issue never really comes up for me on DNC.
