Edit: Also gives around 95% acc with only a 5 acc ring for a taru on lv95 mobs.

My only concern is what you give up in weaponskill damage for it. You basically sacrifice 2 atmas in favor of 5% haste and some Store TP. I can manage to get 25% Haste with a 5-hit (doing Fudo), and use 3 DD atmas. In Abyssea, you do a lot of standing around waiting for the right time to strike (if doing NMs), or holding back so as to not proc ruby. Its pretty rare that there's an NM where I get to stand and melee WS melee WS. Generally for me, a MNK or NIN will hold the NM while we proc grellow and blue (if needed), then they will proc red and I attack at will. That usually means a lot of WS's cause I have TP ready, meditate waiting, and Sekkanoki, and two hour if I feel like bothering with 2 hour chests.
Working from Kinematics' spreadsheet for SAM, I plugged in some gear to see how much damage you are giving up. I put in the best gear I could on weaponskill for you (ignoring any Store TP needed to maintain 4-hit), and put Voracious Violet as your only atma (since dunes and ascending don't affect your WS damage). Your Gekko's would average 1359 on the hypothetical mob in the spreadsheet. If instead you used VV/Apoc/Smiting Blow you would average 1876. That is 38% more damage. I feel like using a 5-hit at 25% haste is probably going win out for general usage, not to mention that Apoc atma would probably help mitigate going to the 5-hit from 4-hit a little bit in time to 100% TP.
4hit just seems impractical at this point, with keito, if it requires that many wasted Atmas. for 25% haste, try /drg. I still love it. and even in situations where you can't melee>WS>Melee>WS, you can use jump to build tp quick and easy to bomb while it's terrored(triple attack jumps are fun).
As for smiting blow, I've started dropping it and trying other combos. Only time I use sam is doing exactly Jax said. wait for red, then WS bomb till it dies. with keito, the first two WS's don't use smiting blow(sekki>200%). every other WS after that would atleast use it, but any tp over 100% will be dropped.(I usually get 4-5 WS's in total before it dies, so only 2-3 use SB)

I use Hirad+2, so smiting blow usually gets some use for me. I used Kinematics spreadsheet to pick the atmas which would maximize my WS damage, not my overall damage. If I were tanking or farming chests exclusively or something, I would gear towards max DPS.
Yeah, OP was about Keito though, so just putting that experience up for him.
One thing to note about the spreadsheets though, is they assume WS's at 100tp with an estimated overflow (i think default to 15tp). So it doesn't account for the above situation perfectly, but close enough I guess.

In all honesty, you should not be setting up your gear based on being inside abyssea. You should be testing it outside and then bring it into abyssea.
Im sure that eventually SE will start adding newer content to the outside zones as well. Look at whats gonna happen to Dyna and salvage. Use the atma to help increase your build not be a crutch or pillar for the stats you are sacrificing.
The setup you have is cool, but your sacrificing alot just to get a 4 hit. So youd end up having to change gear around again, or make an entire different macro set for inside and outside abyssea.
I have an 85 masamune with a 5 hit build and 25% haste. In the end, I will do harder ws's than you and will increase my parse over yours, because your ws's wont hit as hard.
I wouldnt worry about a 4 hit build because its more of a hassle and you're sacrificing so much for it. When side to side with a war it kinda makes sam hide behind the huge Masamune in shame... I still get depressed whem my LS makes pull of 4-6k uko's almos consistently. But im happy with my choice in Empyrean. Just hope SE makes some adjustments so that Sam's can be the all around WS gods again. Heres to hpoing the make some modifications to Zanshin....

no, you should always gear for what you will be doing. If you're going inside abyssea, gear for abyssea. if outside, gear for that instead. It's perfectly viable to have two sets available, especially considering. Now, concerning gear, most of what would be worn wouldn't change much. the real change was the atmas themselves which others and I had agreed would not be worth the loss of WS dmg.

Ukko's is so much better than Fudo in Abyssea because of Ukko's critical hit chance combined with Razed Ruins. Outside of Abyssea it won't be as big a difference. Like pooter said, you should gear accordingly for whatever it is you are doing. For example, you don't need a true 5-hit build in Abyssea if you use Voracious Violet, so you can have a little less Store TP in favor of damage dealing stats.
