I am almost 19 LW, 14 weaver and cannot repair these, I could make them at 15 but the UI won't even let me attempt repair? any idea at what level I can attempt to repair these?

Repairing NQ equipment requires your rank to be (equipment rank -10), while repairing +1 version needs your rank at (equipment rank -5) so TAN rank 22 in your case. Don't know about +2 +3 though
