Is it just me or is there something wrong with this?
When cast for me its always an insta-cast (i.e. doesn't take any time to cast), there is no animation and it sometimes hits the mob and sometimes does nothing?
Is this a known bug or as intended?

Surrounds your character? Confused......
It's a circular AoE centres around your character, like those Ring of Fire magic from other RPGs.
So to hit mobs they have to be in my AOE range from the center of my character? Interesting - just didn't see that and I have never played other MMO's to know. Thanks Khornette at least some ppl are still posting and checking these forums!
Yeah I use it to do a sort of drive-by with my THM, first I pop Dark Seal, run to the center of mob cluster and Blizzara the bind effect can be pretty helpful in terms of crowd control.

Yeah I am using it now to claim mob if needed! Its a very good spell to use as it also binds for quite some time. :)
