I answered in the original thread, but I will respond here as well.

The bloodbone skeleton mercenary is a claim item released sometime around the Veil of Alaris or Rain of Fear expansions. It is only claimable from a premium account. Previously, free-to-play accounts could use it, but it would merely grant a human merc. I've seen comments to the effect that this is no longer true, but I haven't verified this. The item which appears in your claims is the somewhat plain-sounding "Mercenary Contract." To get the merc, you have to go to the special merc liaison Hadya Ware in PoK.

FWIW, a while back I set up a wiki table which collates all the unusual mercenary types and how they are obtained.
https://everquest.allakhazam.com/wiki/EQ:Mercenaries#Special_Mercenaries

I don't the source of every merc, but since it's a wiki, anyone can fill it in the blanks. I haven't updated it in over a year, so it's likely missing the most recent pre-order and expansion additions.

I have a bloodbone skelly on a silver account, in fact, I have seven or eight silver accounts - two of them were paid subscription accounts eq1/eq2 from years and years ago - the remaining silver accounts were paid for by using station credit - but here's the dealo. I'm unsure whether or not all the accounts had the option to select that specific mercenary contract or whether or not it came in a /claim reward or /claim veteran package deal on the old paid accounts. I do recall that some of my free/silver accounts had different choices to select from a list of possible /claim items: odd mounts like the topiary lion, a clicky HP/Mana buff that also spawned a small pet familiar like a tiny flying wurm/dragon -while some of the other accounts simply didn't have those specific options.

Also - yes there's more. Maybe two or three years ago EQ Sony ran a promotion to get old players back to the game - they offered a free full month subscription to people with 6+ month inactive accounts. I had a couple old inactive (free accounts)and simply used those to /claim the free month. When the promotion expired those two accounts gained silver account status - and never reverted back to free account bronze status. It's possible that the bloodbone merc contract came from those two accounts, too.

All silver account mercenary are A4(?) - whatever it is, it's the best merc selection of the lowest tier available. On silver account the bloodbone merc have the same stats as all the other A4 mercenary, it's just a graphical skin. That's why I never spent time checking/investigating whether or not which one had access to special merc contracts - because it didn't make a difference on how they performed.

I probably should have gone silver with my free-to-play accounts. Oh well. Hindsight is 20/20. It was definitely disappointing not to be able to get the bloodbone mercenary on my F2P accounts. Fortunately, I do maintain one paid account, so I am not missing out on it entirely. It may just be a skin, but I do like varying things up a little bit. (Although when they first came out, I remember everyone running around with one, so it didn't feel very original.)

Weren't the Bloodbone mercenaries bugged at first... so they were actually better than your average merc? Or was that just urban myth? (faintly recalling a patch though...)

Free/Silver account /claim mount selections varied a lot, too. I think it'll be very difficult to actually figure out where some of these things came from. I remember getting a free run1 or run2 pony of sorts during one of the Sony promotions. I can't find the pony on the wiki, but my Shaman (silver account) has the free /claim lava braxi pony.

IIRC, this was an award for "liking" their Facebook page back in Aug 2012. I think it was awarded to people who had active accounts at that time/had logged in recently. EQ page: https://www.everquest.com/news/article?month=082012&id=524337

I know for a fact that I never "liked" Sony EQ1/2 on FB. So, how'd my shammy end up with the mount?

Too bad they didn't do it like EQ2. The /claim window has tabs, so you can see which expansion each claim is associated with.

There is an official list of claims by expansion:

https://help.daybreakgames.com/app/answers/detail/a_id/27054/

Interestingly, the Mercenary Contract is not on it. There was probably an announcement about it somewhere, but it's difficult to find.

And another list of claims, including some non-expansion-related ones.

People were unsure how the BB contract worked when it was still new - we'll never figure it out now.
