Wizard port spells are generally not located in the same spots as the rest of the wizard spells. There are two primary spots:
In neriak at the library there. I'm pretty sure it's the library and not the caster guild area. Library is in the 3rd zone in (can't remember the name though).
In Erudin in the library there (see a pattern here?). It's the big circular building that you run right into when you zone in from Tox. Again, that's not the same as the caster area which is up above the bank and TS area. Go to the top floor in the library for the port spells. Can't miss them.
TLs (when you get those) are all in the Temple of Sol Ro off Lavastorm. Same guy who sells the TLs also sells portal fragments.

Just a quick note for those who did buy GoD. There is a spell merchant whose tag is "Transportion Spells." It seems that any spells from the 20s-65 that can be purchased from vendors on a regular basis (ie, not because a PC sold it to vendor) are now available in Abysmal.

Heh. Well, I suppose that's nice to know. So now, instead of taking a book from PoK (or self porting to either tox or Nektulos), walking across one zone, then buying the spell, I can conveniently, take a book from Pok, walk across a zone to a wayfarer's camp, zone from there to nedaria, then wait for a boat, then wander aound on a huge boat until I find the right vendor.
Heh. Not slaming you for providing the information. That's useful. It's just that of all the places to put a vendor like that, the ship in Abysmal has got to be the least convenient possible. I still have no idea why they don't just put those spells in the library in PoK and be done with it...

Some of the level 19 spells are available in normal Wizard guilds. There is a vendor in a backroom of Felwithe Wiz guild who sells some.
Easiest way to find them is click on the Spells link just to the left here on Allakhazam. Select for Wizard spells and the level you want. It will list them and you can then drilldown on the spell name to see where it is sold. If it is not listed as part of the spell description there are almost always posts below where people say where they found it.
