I generally place those zones in this order: PoI, PoN, PoD. This is based on the exp rate of the "closest" camps, and the general difficulty of those camps.
I found that between level 55 and 60, PoN was really the "best" spot for a paladin. You can (*should*) be able to comfortably tank there, and there's a few more camp spots open usually. PoI exp rate honestly gets very slow in the late 50s. Otherwise it would be very nice. Pop in to check if you can't get a group elsewhere, but I wouldn't aim for it. It's a better zone for low 50s to hunt in IMO.
PoD has great potential. The problem is that there are a huge number of morons in EQ. In PoN, you'll usually lose half of a pickup group crossing the gorge thingie. In PoD, you'll usually lose half of your pickup group just getting to any camp. It's always amazed me how many people can't manage to run across a 30 foot gap area (away from the "safe" zonewall) without agroing 50 billion (that's with a "B" -- yes I watched Pentagon Wars again last night...) mobs and training them to the people who didn't.
I avoided PoD during that level range like the plague (hmmm... Something there I think). Unless I was joining a group and was the only one travelling to meet them, or was with a group full of guildmates who I knew could make it to even the closer Courtyard camps, I just plain avoided it. It just wasn't worth the frustration of spending an hour getting people rezzed over and over and eventualy alive and to the camp only to have folks decide that now they needed to leave...
As sad as it is to say, sometimes just taking the stupid/easy camp is best...
