If you sort by population, the LEAST crowded is at the top. Notice that Legends, the Zeks (PvP), the Bayles (European), and Firiona Vie are almost always near the top...during normal playing hours in North America, that is. Antonius Bayle has a much larger European base than Kane Bayle, so if I log on during the day I see that AB is much farther down the list than it is if I log on at night.
I'm on Kane Bayle, and it is a quite small server. However, there are very very few true newbies on it, from what I can tell, at least in North American time zones. That whole (European) thing after the name must turn off a lot of non-Europeans from starting their characters there.
Honestly, I think the best thing to do when starting to play EQ is to play with some RL friends. Get them to make some new low level characters to group with you, and learn how to play the game in a fun environment without people making fun of you for being new. If you don't know anyone in RL to play with, then just make sure to do your research.
