Sealed Sack??????Follow

Does anyone know what this is for. I've hd this in my bank for so long I don't even remember where I got it. Afraid that as soon as I get rid of it I'll find that it's for something really great. There HAS to be a quest that goes with this thing. All Lucy has is the picture of the sack - no info.
