A council of six masked beings known as The Tribunal, or the Six Hammers for their massive golden gavels, rule over the bleak landscape of endless gray plains and massive prison structures that is the Plane of Justice.

All manner of sentient creatures that have committed unspeakable crimes are condemned to serve sentences within the impenetrable walls of the planar prisons, watched over by hooded servants of the Six Hammers.

The mortals of Norrath who worship The Tribunal claim that the Six Hammers sit eternally in the Court of Justice, perpetually passing judgment on the creatures brought before them by a being known only as The Seventh Hammer. It is this Seventh Hammer that acts as the messenger and bailiff to The Tribunal, and it is said that he is the only sentient creature that can stand before the immortal judges and he himself not be judged.


Level 46 is required to enter the zone without a key on the live servers.

I just explored the Plane of Justice , being a shaman of the Tribunal the zone got my curiousity.
After barely moving from the zone area , while watching thru the grates a group kill some mobs and checking out the cons I ended up grouping with them, ended up dying twice and gave up and decided to explore by myself. I was the main healer and kept getting adds on me as soon as I healed , so the grouping wasnt going well , and was sort of uncomfortable killing 'mobs ' in my home anyway. But anyway , seems Tormented Wraiths are KoS , a couple jumped a group mate , but I didnt get a chance to con them , since I died while trying to keep him alive long enough to get an evac off . And while exploring on my own I came across some prisoners in jail cells that were animals and they were threatning to me , they seemed to be a bit separated from non KoS prisoners and when i came across a couple of KoS prisoners I ended up turning around and going back the other way. I was able to open the prison cells and con them and not get agro and also able to go past the cells while the door was closed and not get agro , so seems safe enough to explore. The rats were dubious and the majority of the prisoners I came across were apprehensive.
What I have heard is that the prison is at war with one another , animals , evil races and good races , which could explain why only the animals seemed to be KoS, though not all the animals were KoS , so who knows. Most of the prisoners dont really respond to you when hailed , but some did and want to tell there story , but was very few who had dialouge. After exploring I go down some stairs to see 'High guards ...' which is the 1st thing I found that conned red to me at 52 , they were indifferent to me , they looked just like the other guards , but were ' High guards '. There were several ' tiers ' of guards , the sentrys , High guards and a couple other ones also a couple tiers of rats also , but standing just past the High guards was a npc standing there in front of a portal ( cant remeber the guys name , but he was a race unknown to Norrath )and he has dialouge asking why you are here and such ,and talks about if you want a Audience with the Tribunal ( I asked in /ooc if anyones been in and a few confirmed it was safe to go in , but dont accept a task ) so I go thru the portal, still in the same zone just differnt part of it , there stands the 6 hammers of Justice. If you say to them " I seek Knowledge " they will have a task for you to complete , each Hammer has its own task to accomplish , being solo I didnt dare except one , but while I was there saw a couple groups try . One group being all red to me and at least a 61 and a 60th character were not able to accomplish the mission and they tried a couple times with a couple different ones also. Once you say " you are ready " you get ported to a different area of the zone where you go on a trial. I dont know if only one group can go in at a time or what , one person of the group was doing all the dialouge , but the whole group got ported , but a couple times there were a few straglers standing next to the group , but they did not get sucked in . So as far as I could tell , the one talking and his group members got ported in when they initiated it . And a couple times they were not succesful and tried to go back to the same 'trial' and the Hammer would say this 'trial is already in progress , denying them entry. Maybe if a couple groups did the initiation phrase right after each other they could go in together , but I didnt see it attempted, or maybe the new 'raid' feature could come into play here , letting more then one group in at a time .

Anyway , was just some details of my exploration :) . And to note , it is not completly safe to just wanderer the zone ,but the cells with KoS prisoners were avoidable , but I'm pretty sure the Toremented Wraiths that appeared to agro were triggered some how , because they werent in a jail cell, but im not completly sure about the Wraiths...they also looked like the guards do , had the long black coats .:)

Thought I'd verify that a zone out exists, as someone previously stated.

I wandered around the first set of cells listening to the stories of the prisoners. After finishing those, I walked down a hallway and clicked on a door, which zoned me out. Not far from the entrance at all.

Directions.

Whip around graveyard and go down stairs that lead into the prison area with quest NPCs, SoJs, and wandering rats. Walk straight until you run into a pathway perpendicular to your current path. Doesn't matter if you go right or left from here, they both go around a block of cells to the same place. At the back of this block of cells is a set of stairs leading up. It may or may not be behind a door, I don't think it is though. Head up the stairs. From here, turn left. Then take the very next hallway on your left and walk down it. Just after a small curve in the path, you'll see a very short hallway/alcove with a door. Click and you're out!

You can also go right from the stairs that head up and take your first hallway on the right. They lead to the same place just like the hallways you came in from.

Earlier I stated there was no Zone out to PoJ... I was incorrect. There is in fact a Zone out, it just isn't immediately evident from where you zone in.
When you zone in there is a set fo stairs leading down this leads to a small maze area, after you Pass some Sentries of Justice and a rat or two there is a zoneout. It looks just like the other doors in the zone, and is facign the same direction of the stairs you took to enter this part of the zone.
the rats and SoJs should be non-aggro.

The rats only add if your below level 58. The prisoners wont assist each other and the Sentrys of Justice wont assist if you're level 58 or higher. The Gaolers of Justice assist even if you're level 62 but those guards are deeper inside.

A couple of times when PLing lower level buddies, they forget not to assist and cast a spell during combat and promptly get killed by the rats. Also charming the rats to use as a druid pet results in adds as the rats themselves are below level 58. All pre-PoP pets will cause adds if they chase a fleeing mob.

That's correct. Do not zone into PoJ if you have noone to port you out. I've been stuck there for quite some time.

If Find Function works on your server, unless you have lag or a funky computer, the Find path will always lead you right to a door, which you click on. The SOJs and rats are non-aggro to me, although most people who kill rats for the first level or so might have worse faction with Rats. but if you don't kill to many SOJs then they will Con indifferent and you willn otb e bothered unless you attack. I have grouped there several times, but did not kill many SOJs. I mostly thrive on the prisoners

Just to clarify things to everyone ... THERE IS A ZONE OUT SPOT.

It looks like a door. You go down the stairs from the zone in place, and kind of around ... there is a corridor with a door. Open the door and zone.

In the previews they show lots of portal-looking things...but they all have big guys with big hammers next to them!

Makes sense though, it IS a prison plane, and they don't want beings escaping.

Note to Melees: It's ALWAYS a good idea to carry at least one dose of teleport potion on you, whether the Thurgadin kind or the ones made by Shamen (cost around 300pp per dose on my server). ESPECIALLY when exploring uncharted zones. Assuming they work normally in the planes, etc.
