Toskirakk is the original capital city of the ogres and the mightiest bastion of the ancient Rallosian Empire. The slave-mine within is a platinum mine where much of the currency used in Norrath's future would originate. With the growing dominance of their Empire, few outsiders remain as free people and the slave warrens grow crowded.

Beetle Wrangling

Solo task available from Keruk Garkol.

(did not write quest dialog down)

He gives you a net. You find beetles in the tunnels. You beat them down to under 30% health, then you use the net on them. Turn the beetle in to get a new net. You need to do this 8 times.

Group Task (Can be soloed, but much more difficult depending on class)
Received from: Jink at zone in (high elf by a gnome)
Repeatable: Yes

Hail, Jink

Jink says, 'I need your help in a matter of gravest concern to us slaves. While we serve these ogres in miserable bondage, someday we plan to escape from this wretched servitude and return to our homes. Many of us who work towards the day when a slave revolt can take place would get a much-needed morale boost if we can learn where our precious personal items and family members were taken when they were captured. The Rallosians usually keep very clear records of their [conquests], and who took what from whom, and to whom it was given.'

You say, What conquests?

Jink says, 'Yes, many of us can do little but weep and cower and grovel for our masters, not knowing what has become of our families and our irreplaceable possessions. If we could get our hands on the city quartermaster's [hornbook], that would bring closure to many of us, and allow us to focus more on our plans for a slave revolt.'

You say, What hornbook?

Jink says, 'Yes, it is one of the most important record-books in the city and its original copy is always in the keeping of the quartermaster. You must ask Muskorr Agitarr in the main plaza for help in finding it. Will you [do] this for us?'

You say, I will do this

You receive the task, "Streets of Justice"
_______________________________________________________________________________
Speak with Muskorr Agitarr

Muskorr Agitarr is found in the giant circle in the middle of the zone, which looks like a type of altar.
_______________________________________________________________________________
Explore the lair of the Shivstalker thieves

The Shivstalker thieves are found south of where you meet Muskorr Agitarr.

_______________________________________________________________________________
Kill 5 Shivstalker thieves

The Shivstalker thieves DO NOT summon, are snarable/rootable, estimated 200k hp and hit very hard on silk classes (example: I am a level 84 wizard with 2209 ac with gallantry, was smacked for occasional 4.2k and even backstabbed for 8k. Be warned casters!)
_______________________________________________________________________________
Kill Basta Shivstalker

Like the thieves, he does not summon, snarable/rootable, has ~550k hp, and can hit for average of 6000 dmg (on 84 wizard, max i saw was 6532, backstab was 15043). Basta is slightly faster than thieves, though.
_______________________________________________________________________________
Deliver 1 Basta Shivstalker's Head to Muskorr Agitarr

Head drops off of Basta, CAN be prelooted because you can just hand to Muskorr.
_______________________________________________________________________________
Kill Kuddor Gakk

This guy was a joke compared to thieves and Basta... max hit on me was ~3600 damage, estimated 250k hp, snarable/rootable, didnt summon. Was very simple.
_______________________________________________________________________________
Loot 1 Hornbook of Toskirrak from Kuddor Gakk

Unlike skull, this piece CANNOT be prelooted. Have to loot during quest.
_______________________________________________________________________________
Deliver 1 Hornbook of Toskirrak to Jink

Jink says, 'You found the Hornbook of Toskirrak! This contains all the information on the movements and fates of our captive kinsmen and what was done with our possessions! many minds can be put to rest with this tome, thank you so much!'

Reward: 15 chronobines
faction with Mitius and a portion of experience

I hope this helps everyone, I did not pay attention to Muskorr Agitarr's lexture but i will add it tomorrow.

Edit: You get a miniature piece as well

Times are a Chainin'

You say, 'Hail, an injured slave'

an injured slave says 'Just leave me here to die. What is it you want from me? Can't you see that we are all doomed to the same [fate]?'

You say, 'fate'

an injured slave says 'Where have you been? Have you not seen all of the death the ogres have brought to us in this war? You do seem to have an air of mystery about you. Maybe you would be willing to do me a [favor]?'

You say, 'favor'

You have been assigned the task 'Times are a Chainin''.

an injured slave says 'I have seen the slavers carry keys to the chains that I am bound by. If you were to get a set for me, I think others here would see that you mean us no harm and would probably be more inclined to speak to you.'

STEP ONE: Collect 1 Toskirakk Shackle Key.

A Rallosian sentinel tries to hit YOU, but YOU parry!
Your faction standing with Rallosian Guards got worse.
Your faction standing with Mitius, Herald of Change got better.
You gain party experience!!
a Rallosian sentinel's corpse says 'How do you expect to defeat us all?'

--You have looted a Toskirakk Shackle Key.--

STEP TWO: Deliver 1 Toskirakk Shackle Key to an injured slave.

Targeted (NPC): an injured slave
Your task 'Times are a Chainin'' has been updated.

STEP THREE: Speak with Dwerina Feystalker

Targeted (NPC): Dwerina Feystalker
You say, 'Hail, Dwerina Feystalker'
Your task 'Times are a Chainin'' has been updated.
You have been a great asset to the slave's cause. Dwerina asked you to speak with others and continue to aid us in our cause.
Dwerina Feystalker says 'Thank you for helping us. The shackles will certainly be put back on eventually, but in the meantime she will have a chance to rest and heal.'
Your faction standing with Mitius, Herald of Change got better.
You have successfully been granted your reward for: Times are a Chainin'

The reward was faction, experience, 20 chronobine, and a Miniature Rallosian Left Glove Shell.

The injured spy would not let me repeated the quest. She simply thanked me again for the help. All the quest NPCs are right at the zone in from the void. The key is a common drop off the Rallosian Sentinels I was killing.

It appears you need complete this quest in order to unlock quests form Dwerina Feystalker, Galadvert Nabilsten, Jink, and Wazlum. They would give my main the quests after he completed the Times are a Chainin' but would not give my alt the quests (who had not done the shackle key quest).

When you zone in to Toskirakk, look South East and you'll see "an injured slave" with a (Quest) window beneath her name. She is at location pos282, neg442. Dwerina is immediately to the left of the zone in at location pos319, neg424. If you haven't done the shackle key quest, she tells she says,

"I do not know who you are or where you came from but we do not trust outsiders. Besides I am far too busy trying to figure out a way to help our injured."

While wandering through the zone, occasionally the named ogre by the entrance (Ganekk Dopp) will shout. When he does so, if you're at the zone entrance, an NPC next to you will respond to it.

Ganek Dopp shouts 'You want to eat? Have a taste of the whip!'
Galadvert Nablisten says 'That ghastly ogre is back. If only I had some [assistance]!'

You say, 'assistance'
Galadvert Nablisten says 'He's horrible. I've been trying to find a way to get rid of that [ogre] for months now, but I just don't have the ability on my own.'
You say, 'ogre'
Galadvert Nablisten says 'His name is Ganekk Dopp, and he exists only to follow orders. As long as he's been here, his orders have been to make us work harder. He follows orders so strictly he won't even fight us when we try to goad him into a trap. If I had some [implements] maybe I could falsify something.'
You say, 'implements'
Galadvert Nablisten says 'He only responds to official orders. He won't even look twice at anything I write on the scraps I can scrounge around here. You, though... can you get me the [materials] I need?'
You say, 'materials'
Galadvert Nablisten says 'This is what I need...'

You have been assigned the task 'Massive Retaliation'.

Task steps:
Deliver a quill to Galadvert 0/1 Toskirakk
Deliver 1 Roll of Vellum to Galadvert 0/1 Toskirakk
Deliver 1 Ink of Zek to Galadvert 0/1 Toskirakk

Task text at bottom:
Galadvert needs a Quill, some Ink of Zek, and a Roll of Vellum to write on in order to falsify some orders for Ganekk Dopp. Any decent merchant should be able to supply you with these items.

Preview Reward:
60 Chronobines (probably variable)
Faction with Mitius, Herald of Change
Experience
Minature Rallosian Left Bracer Padding

After handing in the 3 items, the 4th task step becomes visible:
Deliver the false orders to Ganekk Dopp

And the bottom text changes to:
Ask Galadvert about the false orders so you can give them to Ganekk

You say, 'false orders?'
Galadvert Nablisten says 'Great! I haven't had materials like this since... well it's been a while. Let me see... orders... evacuate... free the slaves... return home... there. Give him this, and hope he follows them. Be on your guard in case he does not!'

And he hands you:
False Orders -- Lore, No Trade, Quest -- Tiny 1.0

Upon handing them to Ganekk Dopp:
Ganekk Dopp quickly scans the document you gave him. As he does, his grimace somehow appears to deepen...
Ganekk Dopp says 'These aren't true orders. Did you think I could be tricked so easily?'
Ganekk Dopp says 'Now you'll see why I was put in charge of this place, fools!'

Your final task step becomes visible:
Kill 1 Ganekk Dopp

And the bottom text changes once again:
Defend yourself!
