Main (Temperance 95/Brd) and secondary (Okiru 90/Shd) characters each have completed the Sol Teris access arc and have the Combine Signet Ring at 25AC/300HP, which means we definitely have completed tasks #5-Confront and #6-Will.
Now I am doing the five smudged pottery tasks for the Rejuvinating Urn conquest, popped over to the Silyssar portal, and once there I just stand. (I know the ring is not needed here and is only proof of having completed other tasks, but I have it with me anyway.) Not using levitation and moving over the Silyssar portal gives no texts or emotes, simply nothing.
I really want back in. Any ideas?

Access to this zone is granted after completing the fifth task in the Solteris arc, "Confront Emperor Zaarisz". And in order to use the portals here you must complete the sixth task in the same arc: "Where There's a Will".
Silyssar was a destroyed habitat that the Combine had given up for lost. The Shissar managed to locate it and erect a new barrier, pumping out the saltwater and claiming the habitat as a hidden haven. Away from prying eyes, the Shissar were able to hone their technology and magic, achieving feats never thought imaginable. From their seat in Silyssar, the snake-men are poised to destroy the Combine Empire.-----------------------

Sounds like you're at the zone line for instances.
Silyssar non-instance is accessed from inside Zhisza, just north of the zone-in.

I was trying to zone into Silyssar from the pad at Outer Ena Zeku in Katta, the one with the Silyssar icon.
For progression I did go to the instanced zone (door hidden in the cave directly north of zone in).
Is this the only ENTRANCE to Silyssar?
Getting the tasks again and zoning through that hidden door.......
For all my griping that "this thing doesn't work" I could just be doing it wrong.

Look on your atlas tab, click on Odius, click on Mouth of Prexus (to Katta Castrum), and you'll see you have to go through Zhiszar to get to Silyssar. It's just like what you do in the instance mission, but go to the non-instgance of Zhiszar. The Katta stone marked Silyssar is for a direct to an instance version.
If it doesn't work in Zhiszar to zone into Silyssar, then your flags or something got messed up, if as you said, you have completed the access mission.
To get to the non-instanced version, you have to go outside the Katta wall on the West side, then go North, to about the N by NE section. On my map it's markedTo_Katta To_Zhisza in light green, and is at about 4200, 2570, -500 in-game /location or you can add the following line to kattacastrum_2.txt:
P -2570, -4200, -511, 0, 240, 0, 3, To_Zhisza

You ONLY need Katta 5 To get into this zone...
But You need katta 6 to be able to use the teleporters inside the zone..
Info is verified by by my bots, they only had katta5 to zonein, but couldnt use portal, after katta6, they could use portals.

you must do quest 5 and 6 in the arc to get access to this zone. you can do it out of order, and if someone in your group is able to request tasks 5 and 6 you will be flagged regardless if you have done another mission.
From what I understand, you need Solteris access 3, 4 and 5 to get access to this zone. I've yet to do 4 and I cannot zone in.

Their is some sort of flag or key for this zone. We did a group mission for this zone and the whole group but one person did all the tbs progrssion mission prior. The one group member who had only done one was not able to zone in, that wasnt just a but because we tryed to get bots in and they could not get in either. I do not know what key of flag is but their is one.
