There is a Donally Stultz, who is part of the inspector quest located next to Raz The Rat Misk (at the docks). He appeared to have high magic resist as I couldn't root or stun him, although low/no fire res and hits around 35 - 50. He was blue to my wiz at 30. I think he has around 800hps. Didn't take long to kill him at all.

He is blue to my shaman 32. Envenomed breath, 3 frost strike, easy kill (beware first time Bruno Barstomper and Trumpy Irontoe joined the fight, I had to zone).
BTW, can I solo the 2 guys in SK for the second badge?
