Neriak is the city of Dark Elves. Locals refer to this area as "the Commons". Here, you will find several shops and taverns as well as the guild halls of the Forsaken (Enchanters, Magicians, and Necromancers) and Indigo Brotherhood (Warriors).

The NPC outside of the caster's guild is a member of the Dead(necro and sk guild in Neriak). Think of him as a kinda of spy for the the Dead.
