Ragrax, Stronghold of the Twelve  

The Stronghold of the Twelve: Home to the Rathe Council, deep within the Plane of Earth. In order to gain access to the stronghold, you must enter the gem mines of the earthen planes, guarded by the crocodile Tantisala Jaggedtooth. Kill the Mystical Arbitor of Earth and speak with the Planar Projection, which will open the way into The Rathe's homeland, Ragrax. Once you have entered the zone from the gem mines, you may use the portal located at the zone-in in the Plane of Earth.
