Cazic-Thule  

The Accursed Temple of Cazic Thule sits in the southern portion of the Feerrott. Dwelling within its boundaries are a whole host of lizardmen worshippers and various aggressive species ranging from spiders, raptors, and giant mosquitoes to bubbling oozes, gorillas, and greenblood piranhas -- all of which fiercely protect the temple grounds. Note: For the higher level revamp version of this zone (available only in special events - usually branded as "Hardcore Heritage", running several weeks in the spring and/or summer), click here.

Well, not exactly ANY mob 50 and over. There are many mobs in many zones that are 50+ and do not summon, and also there are several I can think of under 50 that do. Take the Great Saph in Echo-Luclin, or the two diff boss Kly on 3rd lvl Dalnirs-Kunark for example. All under 50 and Summon. As a matter of fact, 2 of those three I mentioned are listed as under lvl 40. I have personally been summoned by them as 55 dru even though mob descriptions currently dont say the Kly summon.

And there are the post-50s that do not as well (as you mentioned): Elysians in UP (I think they're the only UP mobs that don't summon); aliens in ME; Shik Nar in FG; and many others in many zones.
