The forest of Misty Thicket acts as a gateway to the rest of Norrath for Rivervale's Halfling population. It is a fair-sized chunk of land which is divided into two areas by a great wall. While the eastern side of the wall is well-guarded by the Guardians of the Vale, the western side is dominated by Deathfist Orcs and Runnyeye Goblins.

I heard that if you kill the Orc Lumberjacks on the other side of the Misty wall that it might randomly spawn the Thorn Drakelings. I haven't personally tried this, but I intend to. Well, hope this works for you, as well as me

While trying to complete the quest for the Druid armor, I also thought that the components were way too hard to collect. However, I finally completed the entire set by the time I was 11th level. In fact, some components come from creatures that are impossible to kill as a solo adventurer at a level just a little lower than that.

At any rate, even though I don't need the Thorn Drakeling scale, I have run into at least 10 of the creatures while looking for the components for my own armor. So, don't give up hope. The Thorn Drakeling is rare, but I bet anyone can find the little darlings by the time they are level 12, probably while looking for something else ... also, I have never run into one West of the Wall. Now that I think of it, I think I've run into them mostly around the old fortress. Also, now that I know what the scales are for, I will use /who so that I can let someone who needs one know when I see one. :)

He he, I heard that if you killed all the creatures around the junction in the path near the wall gate a Drake might spawn. Also if you kept killing spiderlings.
I think all these are old-wives-tales.
I believe they just spawn of their own accord, but think they start out at the non-forage berry spawn site and make their way to the gate area.
